About this opportunity

The Defense Human Resources Activity seeks quotations for a Firm Fixed Price contract to provide accredited undergraduate and graduate degree programs to U.S. Armed Forces serving in CENTCOM and AFRICOM Areas of Responsibility, with quotations due May 15, 2026 at 1300 Eastern and an estimated award date of June 30, 2026.

This is an unrestricted procurement with full and open competition under NAICS code 611310 (Colleges, Universities and Professional Schools), size standard $34,500,000. The contract runs from July 31, 2026 through July 30, 2031 (one-year base period plus four one-year option periods), with an optional 6-month extension evaluated at 50 percent of the proposed Option Period Five total price.

Place of performance spans 13 locations across Bahrain, Djibouti, Egypt (Sinai), Jordan, Kuwait, Qatar, Saudi Arabia, and the United Arab Emirates. The contractor must deliver undergraduate liberal arts certificates and degrees, and master's degrees in Information/Cyber Security, Homeland/Criminal Justice, and Management & Business Administration through National Test Centers and forward-deployed military installations. At least 25 percent of courses must be delivered face-to-face; 75 percent must be available via alternative delivery. The contractor must be regionally or nationally accredited by the U.S. Department of Education, maintain identical academic standards and curriculum as its home campus, and sign a DoD Voluntary Education Partnership Memorandum of Understanding.

This is a no-cost contract. Contractor compensation derives entirely from third-party student tuition assistance funding and reimbursements; the Government obligates no federal appropriations. Contractor personnel must obtain Tier 1 minimum security clearance, Defense Base Act insurance, and complete mandatory training including OPSEC, Insider Threat, and counterintelligence. Contractor must comply with DoD cybersecurity requirements including RMF Authorization to Operate, NIST SP 800-53, and annual FISMA testing.

Quotations must be submitted via email in four volumes: Volume I (Business Information, no page limit), Volume II (Technical Capability, 25 pages maximum addressing technical approach, program management, staffing plan, and transition-in schedule), Volume III (Past Performance with up to three references from the last five years, 6 pages maximum), and Volume IV (Pricing Information, no page limit). All offerors must be registered in SAM.gov and acknowledge all amendments (0001 through 0004 as of May 8, 2026). Questions are due April 27, 2026 at 1300 Eastern.

Evaluation weighs Technical Capability (most important factor, comprising four sub-elements), Past Performance, and Price in descending order of importance. Quotations rated Marginal or Unacceptable on Technical Capability will not be further evaluated. The Government will award one or more contracts. Prices must be held firm for 90 days from the quotation deadline.
