About this file

This is a Questions and Answers (Q&A) amendment document addressing clarifications and modifications to a federal contract solicitation for educational services.

The document contains 46 questions organized by number, with responses from the Government clarifying requirements in the Performance Work Statement (PWS) and solicitation. Key clarifications include: offerors must provide all aspects of the requirement and may propose teaming/subcontracting arrangements; the contract period of performance has been updated to 31 July - 30 July with award on or before 30 June 2026; this is a no-cost contract with no reimbursement for lodging or travel expenses; accreditation language and class size requirements have been updated per the revised PWS; contractors may provide additional courses beyond those specified and may charge attendees for non-credit community service courses; third-country nationals working on base are eligible but must pay for their own courses; and the contractor must provide all courses outlined in the solicitation with pricing per the pricing table. Multiple PWS sections were updated to align with the Sources Sought document, including consolidations of education program instruction and instructional delivery sections, removal of articulation agreement requirements, updates to student eligibility criteria, and modifications to reporting requirements. The Government added mission-critical language permitting temporary personnel relocation to alternate locations during periods of increased Force Protection Posture in CENTCOM and AFRICOM areas of responsibility when mutually agreed upon in writing by the contractor and Contracting Officer's Representative (COR).

Amendment 0001

H9821026QA001

Questions and Answers Number Question RFP Reference RFP Page Government Response

Only the PR/Marketing, Website, and Course Catalog fall within capabilities (all with past performance). Do you have a subcontracting and/or teaming mechanism in place? It seems prudent to only submit a proposal for only those three deliverables.

Solicitation PWS

Offerors responding to the solicitation must be able to provide all aspects of the requirement as outlined in the solicitation and attachments (including the Performance Work Statement). Offerors determine their teaming approach and what subcontractors they wish to utilize and propose.

The contract period of performance is currently listed as 31 May to 30 May. Would the Government consider extending the performance year through 31 July to better align with the academic year (1 August - 31 July)?

Solicitation Paragraph 8, Page 2 of the Solicitation

The period of performance has been updated to reflect 31 July - 30 July. The 60-day transition period will be performed concurrent with full performance activities.

To ensure sufficient planning time, award will be made on or before 30 June 2026.

Section B and the PWS have been updated accordingly.

Will the Government incorporate specific contract requirements to support the well-being and safety of EI personnel in the AORs, including access to interceptor body armor (IBA) gear, the AtHoc notification system, and other essential alerts?

Solicitation Paragraph 8, Pages 42-47

Each Base Commander determines what gear is provided to contractors at their location so the contract does not specify what is and is not provided. IBA gear is in the Letter of Authorization (LOA) once a contractor is cleared to travel to the AOR.

Considering the current conflict in the Middle East and subsequent evacuations of U.S. Citizens, would the Government explore reimbursing or covering contractor costs -either as a percentage or in full for temporary lodging (i.e. government housing or hotels) and related expenses for university personnel during required evacuations?

Solicitation Last Paragraph, Appendix D

As outlined in PWS Section 3.0, this is a no-cost contract therefore there is no funding or reimbursement for costs. Lodging and travel are cannot be reimbursed.

With regional accreditation being outdated terminology, will the Government update the language on accreditation requirements:

-4.1.1.2 Regional accreditation is required face-to-face instruction - -4.1.1.3 requires something which cannot be done - "Within one year after contract award, the Contractor shall have the same accreditation granting body reevaluate the Contractor's degree programs continue to comply with the accreditation standards" (Note that PWS 4.1.1.3 was not included in the Sources Sought)

Questions and Answers

Would the Government consider changing this wording to "outside of this contract and negotiated separately or at a charge to the customer?" instead of the following: "4.2.16.6 The Contractor may offer non-credit community service courses, credential programs, lectures, seminars, or workshops when approved by the Government prior to any commitment by the Contractor. The Contractor may partner with other agencies to sponsor base events. This is intended to serve as contractor, public relations and marketing and does not imply an expansion of the contract scope. Additionally, these services, if provided, shall be at no cost to the Government."

Solicitation
