Questions and Answers Number Question RFP Reference RFP Page Government Response

Will the government include undergraduate and graduate courses leading to award of certificates, associates, bachelors, and graduate degrees in aviation aerospace OR does the inclusion of bachelor of science verbiage address this? Recommend replacing ‘liberal arts courses’ to ‘undergraduate courses.’

Solicitation and Attachment 1 -

PWS

Solicitation Page 5, paragraph 2a and PWS Section 4.1.2.1

The Government concurs with the recommendation. The solicitation and PWS will be amended to replace the phrase "liberal arts courses" with "undergraduate courses." This change accommodates a broader spectrum of degree pathways, including Bachelor of Science programs and aviation aerospace.

Will the government consider adding a section to cover the coordination of unit courses and student cohort courses? As military rotations change, the local academic advisor may add a face-to-face course to the schedule if a unit requests one or a sufficient number of students in a cohort request one. This addition would be approved by the ESO or COR.

Solicitation and Attachment 1 -

PWS

Solicitation Page 12, paragraph 1 and PWS Section 4.2.6

The Government concurs. The PWS will be amended to include language permitting the dynamic addition of unit-specific or cohort-driven face-to-face courses to accommodate military rotation changes. Any such additions to the schedule must be driven by documented student demand and require prior written approval from the cognizant Education Services Officer (ESO) and the COR.

Can the annual schedule include all modality options? We would be unable to determine student demand for in-person courses, alternative synchronous modality options can be utilized to ensure academic progression and student success via hybrid, online, or virtual options.

Solicitation Page 12, paragraph a

Yes. The submitted annual schedule may include all proposed modality options (e.g., in-person, hybrid, online, synchronous/asynchronous virtual). Offerors should clearly delineate the proposed delivery modality for each course offering within the schedule to ensure student progression pathways are clear.

Will the government clarify which modality syllabi are required?

Would syllabi be required for all modalities offered?

Solicitation and Attachment 1 -

PWS

Solicitation Page 12, paragraph 4 and PWS Section 4.2.7

Syllabi are required for all courses, regardless of the delivery modality. The academic rigor, learning objectives, and core content must remain consistent across in-person, hybrid, and virtual platforms. Submitted syllabi must reflect the curriculum for the course independent of, or inclusive of, the delivery method.

Does the government require this document signed during the post award period or should it be included with the solicitation submission?

Solicitation, Appendix F

Appendix F Appendix F must be signed and included with your quotation. Reference Section 4.0, Volume I - Business Information requirements which have been updated to reflect this requirement.

Would the government add the following aviation aerospace degrees to the degree listing document, especially as they were historically offered in CENTCOM?

Associate/Bachelor Degrees: aviation, technical management, logistics & supply chain management, aviation maintenance Graduate Degrees: aviation

Not historically offered however can be offered now and added if appropriate.

Associate/Bachelor Degrees: uncrewed systems, engineering Graduate Degrees: engineering, space operations, project management

Solicitation, Appendix H

Appendix H

The Government concurs. Appendix H will be amended to include the recommended Associate, Bachelor, and Graduate degree programs in aviation, technical management, logistics & supply chain management, aviation maintenance, uncrewed systems, space operations, engineering, and project management.
