About this opportunity
The Naval Surface Warfare Center Dahlgren Division (NSWCDD), under the Department of the Navy Naval Sea Systems Command, is soliciting a Firm-Fixed-Price Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide facility repairs, renovations, maintenance, sustainment, and minor construction services across multiple Navy locations. Offerors must demonstrate four mandatory requirements: a Program Manager with ten years of program management experience (including five years on Federal Government programs), the ability to access NSWCDD Base through the Pass and ID Office, a primary facility location within 75 miles of Dahlgren, Virginia, and maintenance of all necessary trade certifications by all subcontractors. The Government will evaluate proposals on two equally weighted factors—Prior Experience (demonstrating similar project performance in size, scope, and complexity) and Past Performance (quality of previous work)—and intends to award to all technically acceptable proposals meeting responsibility standards. The proposal deadline is April 30, 2026, at 11:00 A.M. EST, with Notice of Intent due April 14, 2026, at 3:00 P.M. EST, and questions due March 28, 2026, at 11:00 A.M. EST. Offerors must submit proposals electronically via DoD SAFE in three separate volumes: Business, Factor 1–Prior Experience, and Factor 2–Past Performance.
This is a Total Small Business Set-Aside requirement, identified as a follow-on to the existing Multiple Award Construction Contract (MACC) N0017821D4403-N0017821D4411. The contract will provide services over a five-year ordering period from February 2, 2027, through February 1, 2032, with a total available capacity of $42,000,000 shared amongst all contract holders, with individual task orders not exceeding $6 million for construction or $7.5 million for repairs. Performance locations include Naval Surface Warfare Center Dahlgren Division in Dahlgren, Virginia; Naval Observatory Pumpkin Neck Annex Explosive Experimental location in King George, Virginia; NSWC facilities at Wallops Island on Virginia's Eastern Shore; and Naval Observatory facilities in Washington, D.C. Mandatory performance bonds are required within 15 calendar days of award, and contractors must begin work within 10 calendar days of notice to proceed. Work must be completed in accordance with Category II of the Naval Facilities Engineering Command (NAVFAC) Engineering & Construction Bulletin Issue No. 2006-04 and all applicable Navy and local instructions, processes, and procedures.
