About this file
This is a Questions and Answers (Q&A) document for federal solicitation N0017826R0003, a Multiple Award Construction Indefinite Delivery Indefinite Quantity (MACC) contract issued by the Naval Surface Warfare Center Dahlgren Division (NSWCDD). The document addresses 94 clarifications provided to prospective contractors regarding proposal submission requirements, evaluation criteria, and mandatory compliance standards.
The solicitation requires a Program Manager as the sole key personnel with a minimum of 10 years of program management experience, submitted as a full resume with the proposal. Mandatory facility location requirement is 75 miles from NSWCDD in Dahlgren, Virginia, with base access eligibility required. All employees performing onsite work must maintain necessary trade certifications; contractors may satisfy this through licensed subcontractors. Proposal submission is required in three separate volumes (Business, Factor 1–Prior Experience, and Factor 2–Past Performance), with the SF 1442 form and Representations and Certifications included in the Business Volume. The Government intends to award to all qualifying offerors but reserves downsizing authority if necessary. Evaluation weights Factor 1 and Factor 2 equally. Page limits for proposal sections have been increased via amendment, with resumes, CPARS, and PPQs counting toward page limits. Financial responsibility may be demonstrated through audited financial statements or a surety letter documenting capacity to fund up to $7.5 million projects. Past performance documentation includes CPARS, interim CPARS, or PPQs (Government-drafted or contractor-drafted formats accepted equally). Prior experience projects must be completed or at least 50 percent complete within five years of the RFP issue date, ranging from $150,000 to $2 million with multiple trades included. The revised proposal due date is 20 April 2026, with Notice of Intent deadline of 28 March 2026.

Ref. Standard Form 1442. Does the Government want bidders to return an executed Form 1442 and any acknowledgement of amendments with their proposals? If yes, where in our proposal would the government like us to place it?
Yes, the 1442 needs to be returned, with blocks 19/20 completed if there are amendments. The 1442 can be a separate document from the proposal.
Ref. Section K of the Solicitation. Does the Government want bidders to return the completed Section K – Representations, Certification & Other Statements. If yes, where in our proposal would the government like us to place it?
Yes, Reps and Certs will need to be completed. R&C should be in the Business Section of the proposal.
Ref. Solicitation Section L Instructions, Conditions, & Notices to Offerors or Quoters. Is it the Government’s intent to have bidders provide their proposal in three separate files (i.e. Business, Factor 1 and Factor 2?)? Correct. That is the intent.
The Order Limitations Clause (52.216-19) on page 29 states the maximum order is $5,000,000 single or in combination.
However, Subsection 1.8 under Section L (page 46) states “The total magnitude for each construction project will be disclosed with each individual Task Order Request, but will not exceed $6 million for construction or $7.5 million for repairs.” Which is the maximum order limitation?
The contractor is not obligated to honor any single or or a combination of orders within seven (7) days over $5M, however there will not be any oders for construction over $6M, or repairs over $7.5M. If a project does come in over the $5M mark, the contractor can elect to decline or accept the Task Order.
Requirement 3: Facility Location on page 8 states, “The Prime Contractor's primary facility providing support to this requirement must be located within 75 miles of NSWCDD in Dahlgren, VA.” However, Requirement 3: Facility Location on page 48 states, “The Prime Contractor's primary facility providing support to this requirement must be located within 100 miles of NSWCDD (Naval Surface Warfare Center Dahlgren Division) in Dahlgren, VA.” Which is the correct distance.
75 Miles. An amendment will be issued to correct section L Requirement 3.
Page 47 in the table under Business ( Mandatory Requirements) . Do we need to provide responses and proof to those requirements or just acknowledge that we are in compliance with them in our cover letter? If proof is required that will affect the 2 page limit listed will the page limit be adjusted.
Correct, confirm compliance with the requirements in the cover letter.
Government reserves the right to request proof after proposals are received.
Page 48 Offerors shall complete the Representations and Certifications as instructed in Section L - Representations, Certifications and Other Statements of Offerors. Is this the correct section or is it K? Are we being asked to include this after completing and if so do we include it in the business section?
Yes, Reps and Certs will need to be completed. R&C should be in the Business Section of the proposal.
Section L, Subsection 2.9: Business Volume; pg 48 of RFP;
para 9. Will the Government provide the associated clause for L-209-H009 to ensure Offerors can remain compliant? An amendment will be issued to add L-209-H009 section L.
Section M; Subsection 3-Factor 2: Past Performance; pg 52 of RFP Will the Government confirm that both CPARs and PPQ performance ratings are acceptable sources of past performance ratings for this submission? Confirmed, both are acceptable.
C-227-H006 Data Requirements; pg. 11 of the RFP: Will the Government provide the Contract Data Requirements List, DD Form 1423, Exhibit A referenced in this clause? See Exhibit A, Bidding CDRLs.
Section L; Subsection 2.2; pg. 46 of RFP This section states that proposals are due 13 Feb 2026, 1300 EST. Will the Government provide an updated solicitation to reflect the 10 April 2026 due date provided in the SF 1442? An amendment will be issued to correct the submission date.
General Will the Government confirm that Exhibit D-Staffing Plan and Attachment J.1 - QASP is for reference and to be applied at the Task Order level?
Confirmed, each TO will be graded against the QASP that will be incorporated into the Base Contract.
Section L, Subsection 2.8: Proposal Format; pg 47 of RFP Will the Government confirm the name for the Volume that will include Factor 1-Prior Experience and Factor 2-Past Performance can be titled "Past Performance"?
Contractor can name the Prior Experience and Past Performace how they see fit, as long as they are easily identifiable, and are within the page limitations.
Section L, Subsection 2.8: Proposal Format; pg 47 of RFP Should the final submission include two (2) separate volumes?
The Government's intent is to have separate Volumes for Factor 1 (Prior Experience) and Factor 2 (Past Performance).
The solicitation states that the intent to bid and questions are due fourteen (14) days after issuance, which would be Wednesday, March 25, 2026.
However, SAM.gov lists the deadline as March 28, 2026 at
11:00 AM.
Any guidance you can provide on the correct deadline would be greatly appreciated. The last day for notice of intent will be 28 March, not 25 March.
Is it acceptable to include the completed and signed SF 1442 and any Amendments immediately following the Cover Letter in the Business Volume? Yes, this is acceptable.
Reference: Solicitation Page 46, Section L.1.4, “In order to expedite the responsibility determination required by FAR 9.103(b), provide documentation of the Offeror's adequate financial resources, or the ability to obtain them (FAR 9.104- 3(a)).”

Reference: Solicitation Page 52, Section M.3 Factor 2 – Past Performance Question: Please provide a PPQ form for projects in which there are no CPARS available. The Government will accept other PPQs that are not Government drafted questions.
Reference: Solicitation Page 52, Section M.3 Factor 2 – Past Performance Question: For a joint venture that is submitting a proposal, would a project that was performed by both entities under a previous joint venture be acceptable? Yes, this would be acceptable. If the JV is new, then projects from each would suffice as well.
Reference: Solicitation Page 48, 2.9, Requirement 1 Question: Is a full resume required for the Program Manager, or would a brief description of his qualifications be considered acceptable? A full resume that showcases the prospective PM's background that fullfills the required elements.
How many contracts are expected to be awarded? Page 46
Section 1.4 states that “all qualifying” offerors will receive an award, but then in Section M on Page 51 states there will be a “competitive range or conduct a down-select”, which seems to indicate that there is a limited amount of awards anticipated.
At this point and time, the Government intends to award to all qualifing offerors, but reserves the right to downsize if the MACC becomes over burdensome.
For clarity on the “recency” of Prior Experience, can the project submitted have a completion date that lands within the past 5 years from the issue date of the RFP? Correct, 5-year prior to the RFP issue date.
Please confirm the CDRL attachment is only for reference for future task orders. If not, please provide details on the expectation for the proposal submission.
Confirm. The CDRLs will be expected for task orders. The attached CDRLs attached is for informational purposes for the base awards.
Please confirm that PPQ’s, CPARS, or similar past performance review documents that were completed at a prior date are acceptable for the Past Performance Factor. Confirmed.
Please provide clarity on the page count table, as it appears that some of the limits may be off. For example, generally
PPQ’s and CPARS will be lengthy, so each project may have past performance review that can be anywhere from 3-
6 pages long. The page limits have been increased. An amendment will be issued.
Will A.I.-generated proposals (assisted or complete) be accepted for this procurement. If so, will A.I.-generated proposals be rated higher or lower than non-A.I.-generated proposals? Please provide any details as to how A.I.-generated proposals will be evaluated, since this solicitation only requires technical responses.
Technical responses will be evaluated based on the criteria outlined in the solicitation.

Section M Factor 2 Past Performance, Page 52 of 53 states References shall include Name, telephone number and email for the reference.
Question #1) In the past year we have found a number of our references have left the Government. Question #2) How should we proceed with similar projects that no longer have a POC for a reference? Would CPARS be acceptable to demonstrate past performance in this instance? CPARS is an acceptable form of past performance information.
Reference -Factor experience 2.2 The RFP “ The offeror shall submit no more than five construction projects that best demonstrate prior Experience on projects that are similar in size, scope and complexity.
Question- could you please elaborate of the size scope and complexity the experience projects we are looking to mirror without a seed project provided.
We have had projects that range from $150K through $2M, so we cannot determines the exact size scope. 80% of our projects have had multiple trades included.
Reference Page 48 of 53 Requirement 3 -The prime Contractors primary facility providing support to the requirement must be located within 100 miles of NSWCDD
Question- this contractor has successfully completed several project at NSWCDD, we are located in Virginia Beach, VA. The distance to NSWCDD is 115 miles. Can Ocean Construction Services be granted of this requirement in order to propose on this MACC. It should be noted that our office is located well within the 100 mile radius of the Richmond SBA office. The RFP had contridictary mileages. The correct mileage radius is 75
Miles from Dahlgren. An amedment will be issued to correct that issue.
Please confirm “Section B – Supplies or Services & Prices or Costs” is not required with the proposal submission since there is no pricing component. Confirmed
RFP page 47, 2.7 Pre-Award Clearance: Please confirm that VETS-4212 documentation is only required from the Prime Contractor, not subcontractors, for this MACC submission.
Since there is no pricing with this contract vehicle’s submission, and future task orders will be awarded at different locations and with different scopes, it is not possible to identify all subcontractors providing future services over $100K. Confirmed
RFP page 47, Table 2 Proposal Page Limits – Please confirm the page limitations for the “Business” section, specifically the Pre-Award Documentation, Partnering Documentation, and Solicitation Section Responses. The page limits have been increased. An amendment will be issued.
If a completed CPARS is not available for a “prior experience” project, please confirm a completed PPQ may be submitted in lieu of the CPARS. Confirmed
Please confirm previously completed past performance questionnaires are allowed to be submitted for Past Performance Factor 2? Confirmed
Page 8 of the RFP states, “…the Contractor shall submit a list of all employees working on the project to the Contracting Officer. This list shall include each employee’s name, work assignment, and confirmation of a Secret level security clearance.” Please confirm that all employees working on tasks orders must hold a Secret security clearance. Confirmed
Page 8 of the RFP states, “Requirement 4: Must have and maintain all necessary trade certifications required to perform all work under this PWS.” Please confirm this statement can be satisfied with the use of trade subcontractors.
This requirement is required for any individuals performing the task onsite, including prime and subcontractors.
Concerning the proposal response, the cover letter is limited to two pages. Within these two pages, should the offeror provide information related to the four mandatory requirements? Can this be lengthened to allow inclusion of the Program Manager’s Resume? The page limits have been increased. An amendment will be issued.
Is Attachment X – Staffing Plan required for submission? If yes, please clarify what personnel need to be listed and how to complete columns such as labor hours proposed and % of time dedicated to contract when we do not know the number and types of task orders to be issued. If required, where should this document be included within the response?
Staffing Plan has been removed from the base award, will be required at the Task Order level only.
Is the SF 1442 required to be part of our response? If yes, where should the document be included within the response? If yes, should block 17 be left blank?
Yes, the 1442 needs to be returned, with blocks 19/20 completed if there are amendments. The 1442 can be a separate document from the proposal.
We understand that the Cover Letter must specify the type of subcontract the Prime will establish with each Subcontractor. Can you please clarify the level of detail or specific information you would like us to include?
There will be an amendment to correct that language. The Government understands that with this type of requirement, there is an unknown to which subcontractors a prime contractor will be working with from project to project may not be known at this time.
RFP page 12 states “Key personnel are identified in an attachment in Section J” but it is not clear what Section J attachment this is in reference to. Is the Program Manager from Section H.2 the only required key personnel for submission with our proposal?
Page 12 is for post award. Once the Government accepts the contractor's proposed PM, there will be a letter attached as part of the base contract in section J. Yes, the PM is the only required personell with proposal submission.
The RFP makes no reference to the provided Exhibit D- Staffing Plan – Construction IDIQ. What is its purpose? Staffing Plan has been removed from the base award.

Yes, that would be sufficent, or a letter from your Surety Company would suffice.
Is there a minimum dollar amount for prior experience to be deemed relevant under Factor 1? No. We have had projects that range from $150K through $2M.
Section L §2.7 requires VETS-4212 for the Prime and also any subcontractors over $100K (total value). Given the lack of pricing being required, we request the requirement for subcontractors here be removed and Prime bidders’ VETS- 4212’s be required only. This will be changed in amendment 1.
If a Factor 1 project is still ongoing, does it need to be over a certain percent completion in order to be deemed relevant? 50% would suffice, it is would show experience and complexity.
If an Offeror intends to rely on the services of any professional design firm(s) for the MACC, does the RFP require identification of said firm(s) and/or written letter(s) of commitment between the Offeror and the A-E(s)?
The Government is not anticipating the MACC contractors to provide designs for projects. The Government will provide the designs for the task order to be built.
Section C.5.1, CDRL A001; Section I, FAR 52.204-2 ; Section L, 2.9, Mandatory Requirements Section C, paragraph C.5.1 (CDRL A001), requires the Contractor to submit a personnel roster within ten business days of Task Order issue that includes “confirmation of a Secret level security clearance” for all employees working on the project. The Mandatory Requirements in Section L do not include a security clearance requirement at the time of bid submission. Please clarify: (a) Is a Secret security clearance required at the time of bid submission? (b) Is a Secret security clearance required for all Contractor personnel on every Task Order, or will security clearance requirements be specified on a Task Order basis depending on work location and scope? (c) Does the Government’s language of “confirmation of a Secret level security clearance” for all employees working on the project” include prime contractor employees as well as subcontractors performing the work on site?
a) No IAW L.2.9 - Must be able to access NSWCDD Base through the Pass and ID Office. b) May be required at the Task Order level. c) Includes Primes and subs.
Section L, 2.9, Mandatory Requirement 1; Section C.4.8, Requirement 1 The solicitation requires Offerors to "demonstrate compliance" with the Program Manager experience requirements. Please clarify: (a) Is a resume the expected documentation for demonstrating PM compliance, and if so, is there a required or preferred format? (b) Does the Government require any additional supporting documentation beyond a resume? Please confirm whether a resume or any supporting documentation that the Government may require in answering this question would apply to the limited 5-page count.
PM documention should be in a resume showing the qualifications of the individual proposed. There is not a specific format requirement. Any certifications to back up the resume is welcome. This can be added as an appendix.
Section L, 2.9, Mandatory Requirement 2; Section C.4.8, Requirement 2 Mandatory Requirement 2 states the Offeror "must be able to access NSWCDD Base through the Pass and ID Office."
Please clarify: Since base access credentials are not typically issued prior to contract award, what documentation does the Government require at proposal submission to demonstrate compliance with this requirement? Please confirm whether any of the specified documentation that the Government may require in answering this question would apply to the limited 5-page count.
Included in the 5 page count. Contractor should illustrate an Affirmative Statement of Compliance to provide a clear, unambiguous statement in the proposal. The offeror should state that the Contractor understands the requirement and confirms that the company and all personnel who will require base access meet the eligibility criteria and will complete all necessary security and administrative procedures to obtain access to NSWCDD upon contract award.
Section L, 2.9, Mandatory Requirement 3; Section C, C.4.8, Requirement 3 What documentation does the Government require to demonstrate compliance with this requirement at proposal submission (i.e., facility address only, a copy of a lease agreement, etc.)? Please confirm whether any of the specified documentation that the Government may require in answering this question would apply to the limited 5-page count.
Included in the 5 page count, an affirmative statement. Fully Executed Lease Agreement or Deed to confirm location as an appendix.
Section L, 2.9, Mandatory Requirement 4; Section C.4.8, Requirement 4 Mandatory Requirement 4 states the Offeror "must have and maintain all necessary trade certifications required to perform all work under this PWS." What documentation does the Government require at proposal submission to demonstrate compliance? Please confirm whether any of the specified documentation that the Government may require in answering this question would apply to the limited 5-page count.
It is expected that all trademen that will be working under this contract (and subsequent task orders) will be certified to perform the required work. It will be up to the prime contractor to ensure certifications are met.
Section M, 2.1–2.3; Section L, 2.8, Table 2 Factor 1 requires a Corporate Summary addressing five sub-questions and up to five project submissions with seven data elements and narratives describing size, scope, and complexity all within the 10-page Factors allocation shared with Factor 2. Please clarify: (a) Does the Government expect individual project data sheets (1 per project) or a narrative format integrating project information into this sub-question narrative?
a) Yes, each proposed prior experience should have a narrative that addresses all the elements called out in L.2.3
Section M, 3.1 Section M, 3.1 instructs Offerors to "submit any CPARS data for a project, if applicable." The solicitation does not establish a minimum contract value for projects submitted under Factor 1, yet CPARS evaluations for construction contracts are only required for contracts with a value of $900,000 (formerly $750k) or more (FAR 42.1502(e)). As a result, Offerors may submit relevant projects that do not have CPARS evaluations. Additionally, some completed projects above the threshold may not have received a CPARS evaluation due to the contracting agency not having initiated or finalized the report. Please clarify: (a) For projects that do not have a CPARS evaluation, will the Government accept Past Performance Questionnaires (PPQs) or other documentation as an alternative means of demonstrating past performance? (b) If the Government will accept PPQs, will the Government provide a standard PPQ form, or should Offerors provide their own? (c) Given the constrained 10-page allocation shared between Factors 1 and 2, will the Government exclude page limitation from Factor 2 all together?
a) Yes PPQs will be allowed. b) The government will accept contractor PPQs, where the contractor or customer has drafted the questionnaire. C) Page limits have been increased. An amendment will be issued.
Section L, Table 2; Section M, 3.1 Table 2 allocates 10 pages for Factors 1 and 2. Section M,
3.1 instructs Offerors to submit CPARS data for each project.
CPARS evaluations are typically multi-page documents;
submitting CPARS for multiple projects could substantially exceed the 10-page allocation. Please clarify whether CPARS documents and/or PPQs submitted in support of Factor 2 count against the 10-page limit, or whether they may be provided as appendices or attachments outside the page count.
Page limits have been increased, however attachments my be provided if need be with the extended page limitations. An amendment will be issued.
Section M, 3.1, 3.3 If the Government accepts PPQs as an alternative to CPARS evaluations, please confirm whether a project supported by a PPQ will receive the same evaluation consideration under the Past Performance confidence ratings as a project supported by a CPARS evaluation. Specifically, will an Offeror submitting projects with PPQs, due to the unavailability of CPARS through no fault of the Offeror, be rated lower than an Offeror submitting projects with CPARS evaluations, all other factors being equal?
PPQs and CPARS will be rated equally, if they illustrate the capabilities and quality of work.
Section M, 3.1, 3.3 For projects that are complete but have only received an Interim CPARS evaluation (and not a Final CPARS), please clarify: (a) Will the Government accept Interim CPARS in satisfaction of the CPARS submission requirement under 3.1? (b) Will a project with only an Interim CPARS be evaluated differently than a project with a Final CPARS under the Past Performance confidence ratings in 3.3?
Yes, interim CPARS will be accepted. No, interim CPARS will not be evauluated differently.
Section M, 1 Section M identifies two evaluation Factors: Factor 1 Prior Experience and Factor 2 Past Performance. The solicitation does not state the relative importance or weighting of these two Factors, nor whether they are considered equal in importance. Please clarify the relative importance of Factor 1 and Factor 2 (e.g., whether they are equally weighted, or whether one Factor is considered more important than the other).
Past performance and Prior Experience will be weighted equally. An amendment will me issued.
Referencing Table 2, Proposal Page Limits, will the Government please consider increasing the page limit for Prior Experience (Factor 1) to 15 pages? Our project write-ups are two pages each, and our corporate summary is three pages. Increasing the limit to 15 pages would allow us to provide sufficient detail to fully demonstrate our relevant experience. An amendment will be issued to increase page limits.
Referencing Table 2, Proposal Page Limits, will the Government please consider increasing the page limit for Past Performance (Factor 2) to 20 pages? Our CPAR evaluations are typically 3–5 pages each and exceed the current 10-page limit. Increasing the page limit would allow us to provide complete and unabridged evaluations to accurately reflect our past performance. An amendment will be issued to increase page limits.
Past performance / personnel experience: Please clarify whether the Government may consider the relevant past performance and experience of proposed key personnel and project team members, in addition to or in lieu of the corporate past performance of the offeror, when evaluating past performance under Solicitation N0017826R0003.
Proposal evaluation should only be corporate past performance, not individual. Individual experience for key personnel (PM) is still required to meet the mandatory requiremnt , but will not be used as an award evaluation factor.
Anticipated number of awardees: Please advise the Government’s anticipated number of MACC awards under Solicitation N0017826R0003.
At this point and time, the Government intends to award to all qualifying offerors, but reserves the right to downsize if the MACC becomes over burdensome.
Proposal Formatting: Please confirm all exhibits and attachments (such as resumes of key personnel, CPARS or PPQs, etc.) are not included in the defined page limits under Solicitation N0017826R0003.
The required resumes/CPARS/PPQs do account towards page counts, however page limits have been increased. An amendment will be issued.
Section L Item 1.4: Please confirm a surety letter from our bonding agent will satisfy the requirement of demonstrating adequate financial resources under Solicitation N0017826R0003. Confirmed.
Section M Item 3.1: Can proposers submit PPQs in lieu of CPARS under Solicitation N0017826R0003? Yes.
Exhibit D: Please clarify whether offerors are expected to identify a proposed contract management and field execution team as part of the base MACC proposal, and if so, what positions or roles the Government expects to see included (e.g., , Assistant Project Managers, Superintendents, Foremen, Safety personnel, Quality Control personnel, and administrative support staff). Exhibit D has been removed
Please clarify whether task orders are expected to be routinely issued across all listed performance locations, Dahlgren, Pumpkin Neck Annex, Wallops Island, and Naval Observatory, or whether the majority of work is anticipated to be concentrated at one primary location.
Primary place of performance will be Dahlgren, and Pumpkin Neck Annex, VA, with the other locations being minimal.
Please confirm evaluation relevancy for projects is $1M- $7M. If projects are relevant outside of these values, please confirm.
We have had projects that range from $150K through $2M, so we cannot determines the exact size scope. Larger or smaller sized projects may still be included.
There is a mandatory requirement for a Program Manager that must have a minimum of Ten (10) years of program management experience but there is no mention of submitting a key personnel factor. Is this requirement for post award? If not and we are expected to submit with our proposal, please clearly define requirements.
Submitted with proposal in the form of Key Personnel resume. Resume should clearly exhibit the mandatory requirements to be acceptable.

For two companies that are wholly owned subsidiaries controlled by the same parent company, will past performance of one subsidiary (not the Offeror) be deemed relevant for the Offeror's use for this solicitation?
Yes, however the proposal must clearly show that the affiliate will have a significant and meaningful role in the contract's performance and the offeror should provide a firm commitment that the affiliate will participate in the contract, not just be available as a potential resource.
