About this file
This is Amendment 0001 to a multiple award construction contract (MACC) solicitation (N0017826R0003) issued by Naval Surface Warfare Center Dahlgren Division (NSWCDD) to establish a Firm-Fixed-Price indefinite delivery/indefinite quantity contract for simultaneous maintenance, sustainment, repair, and minor construction projects at multiple Navy facilities in Virginia and Washington, DC.
The amendment extends the proposal due date from April 10, 2026 to April 20, 2026 at 11:00 AM and implements eleven substantive changes including corrections to mandatory requirements, updates to Section C (work statement), addition of NAVSEA Clause L-209-H009 regarding organizational conflicts of interest, clarification of Past Performance and Prior Experience evaluation weighting, removal of the Staffing Matrix proposal attachment, closure of RFI acceptance, and updates to Procuring Contracting Officer information. The requirement is set-aside for Small Business Concerns. Offerors must submit proposals electronically via DoD SAFE. Mandatory requirements include: ten years of program management experience with five years on federal contracts; ability to access NSWCDD Base; primary facility location within 75 miles of NSWCDD in Dahlgren, VA; and ensuring all subcontractors maintain necessary trade certifications. Technical evaluation uses two equally-weighted factors—Prior Experience (demonstrating similar work in size, scope, and complexity) and Past Performance (quality of prior work)—with proposals from qualifying, technically acceptable offerors eligible for award. Individual task orders will not exceed $6 million for construction or $7.5 million for repairs and will be awarded competitively using either Best Value Tradeoff or Lowest Price Technically Acceptable processes.
