Offerors must submit a notice of intent within 14 days of solicitation release and all questions within 14 days thereafter.

Four mandatory requirements must be met for award: ten years of program management experience with five years on federal contracts; ability to access NSWCDD facilities; primary facility location within 100 miles of NSWCDD in Dahlgren, Virginia; and maintaining all necessary trade certifications. The contractor must provide performance and payment bonds within 15 calendar days of award. Work requires compliance with multiple Navy instructions, OSHA standards, construction wage rate requirements, and environmental regulations. The contractor shall employ qualified personnel, obtain required permits, conduct site visits, maintain project schedules, provide operation and maintenance training, and submit monthly status reports.
