About this opportunity
The Department of Veterans Affairs Technology Acquisition Center published this Limited/Sole Source Justification Notice on April 15, 2026, for the procurement of eight brand-name Document Storage Systems (DSS) VistA Chemotherapy Manager (VCM) term software licenses with maintenance and support for eight Veterans Integrated Service Network (VISN) 23 facilities across the Upper Midwest. The justification for sole-source procurement under FAR 6.302-1(c) rests on the unique and specialized nature of the VCM software, which is the only system capable of seamlessly integrating with the VA's legacy VistA/Computerized Patient Record System (CPRS) electronic health record without requiring approximately 3 years and $1.75 million in development costs that alternative oncology software solutions would demand. Market research identified 11 alternative vendors, but only DSS and its authorized resellers can provide the required maintenance and support due to proprietary code restrictions. The firm-fixed-price delivery order valued at $851,693.44 was awarded to Minburn Technology LLC on April 9, 2026, under the NASA Solutions for Enterprise-Wide Procurement V Governmentwide Acquisition Contract, with a performance period running from June 6, 2026, through June 5, 2027.
Notice text
This requirement was for brand name Document Storage System (DSS) Veterans Health Information System and Technology Architecture (VistA) Chemotherapy Manager (VCM) term software licenses with maintenance and support. A firm-fixed-price Delivery Order was awarded to Minburn Technology LLC under the National Aeronautics and Space Administration Solutions for Enterprise-Wide Procurement V Governmentwide Acquisition Contract. The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Veterans Integrated Service Network (VISN) 23 had a requirement for the renewal of eight brand name DSS VCM term software licenses with maintenance and support. The software shall interface with the VA legacy electronic health record, VistA/Computerized Patient Record System (CPRS). The licenses are required for the following facilities within VISN 23: Minneapolis VA Health Care System, VA Nebraska-Western Iowa Health Care System (includes Omaha VA Medical Center, Lincoln, and Grand Island), Iowa City VA Health Care System, Des Moines VA Central Iowa Health Care System, Fargo VA Health Care System, Sioux Falls VA Health Care System, VA Black Hills Health Care System (includes Hot Springs and Fort Meade), and St. Cloud VA Health Care System. VCM is a VA specific windows-based software decision support and ordering system that is fully integrated with VistA and provides seamless electronic interaction between the ordering oncologist and pharmacist. The VCM software must constantly communicate with VistA to pull up a patient s latest vitals, lab results, pharmacy orders to allow the physicians to make informed treatment decisions at any given time during the patient s treatment. The system must also be able to send data back to VistA for populating progress notes, lab information, pharmacy orders, and nursing orders in the patient s chart in the electronic health record (EHR). This integration allows the oncologist to have an extremely efficient method for preventing medication errors due to misinterpretation of hand-written orders. Awarded contract NNG15SD34B to MINBURN TECHNOLOGY GROUP LLC for 851693.44000000 on 2026-04-09.
