About this opportunity
The Department of Veterans Affairs Technology Acquisition Center intends to award a sole-source delivery order to Siemens Healthcare Diagnostics, Inc. for Siemens UniPOC Point of Care Testing Data Management System software licenses and annual support services, with responses to the justification due by October 30, 2026.
The delivery order will be issued under GSA Federal Supply Schedule contract 47QSM25D0017 as a Firm-Fixed Price award. Performance spans the North Carolina UniPOC server farm (supporting Asheville, Durham, Fayetteville, and Salisbury VAMCs and subordinate Community Based Outpatient Clinics and Health Care Centers) and the Virginia UniPOC server farm (supporting Richmond, Salem, and Hampton VAMCs and subordinate facilities). The requirement includes UniPOC and Web Results Xpress software licenses, annual maintenance and support, middleware interfaces for covered Point of Care instruments, software upgrades and patches, telephone and remote technical support, and standard training and consultation services.
Siemens is the exclusive developer, licensor, and support provider of the proprietary UniPOC Testing Data Management System. The justification cites that the existing UniPOC middleware environment is fully configured, validated, and embedded in daily VISN 6 operations; migration to a non-Siemens solution would require replacement, reconfiguration, revalidation of POC data flows, accreditation-related control remediation, staff retraining, and interface rebuilding—creating unacceptable risk of interruption to POC testing operations and EMR result integration necessary to maintain accreditation and patient care continuity. Market research conducted in June 2026 confirmed Siemens Healthineers is the sole source, with no authorized resellers or service providers.
The contract period includes a 12-month base period with four 12-month option periods, not exceeding 60 months total. The total estimated value is redacted.
