About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 19, through Network Contracting Office 19, seeks quotes for PowerScribe 360 upgrades, support, and related services under a three-year IDIQ, with offers due November 5, 2026 at 10:00 AM Mountain Time. Amendment 0001 extended the original October 30 deadline and removed the SDVOSB set-aside, so the procurement is unrestricted with no set-aside used.

Place of performance spans nine VA healthcare systems in Colorado, Oklahoma, Wyoming, and Montana, including the Salt Lake City host site and associated clinics. The contracting office is in Greenwood Village, Colorado. The period of performance runs November 11, 2026 through November 10, 2029, structured as three one-year ordering periods.

Offerors must be manufacturer-authorized support providers for Nuance PowerScribe 360 and Modlink systems. The Q&A attachment states this authorization may be held through an OEM-authorized subcontractor, and a Nuance/Microsoft letter naming the prime and its implementation or support partner is preferred documentation. Scope includes a mid-cycle upgrade to PowerScribe One, data migration to the VA Enterprise Cloud host environment, PACS administrator and imaging staff training, and 24/7 post-upgrade sustainment. The system must support up to 510,000 reports annually with 5% capacity growth. Security requirements include VA Directive 6500 compliance, FIPS 140-2 encryption, background investigations for personnel, incident reporting within one hour, vulnerability remediation within 30 days (7 days for critical vulnerabilities), and medical device cybersecurity compliance per VA Directive 6550 and FDA guidelines.

Offers must include technical capability information not to exceed three pages, pricing for all line items, and required certifications. The Q&A attachment states no subcontracting limitations apply, superseding the original 50 percent services cap. Contact Aaron Thurber, Contract Specialist, at aaron.thurber@va.gov or 303-712-5745.
