The purpose of this posting is to amend the solicitation to primarily make the following changes: (1) Correct a clerical error in Section L.10.2, Table, L.13.3; (2) Further define the qualifications for reserve awards identified in L.12.1.1 and the evaluation process in M.1.1; (3) Specify that in order to qualify for reserve awards, in the event the Offeror is a SDVOSB Joint Venture as defined by 13 CFR 128.402 it must include a narrative for all partners not providing a REP discussing the work done and qualifications held related to the type of work associated with this solicitation; (4) For purposes of the reserve awards, clarify that point values for REPs from a Protege within a Mentor Protege Joint Venture also apply to VetCert certified SDVOSB joint venture partners within non-Mentor Protege Joint Ventures (identified as Joint Venture Scoring ); and (5) Revise the T4NG2 Self Scoring Worksheet (Attachment 015) consistent with the updated scoring methodology.
As a result of this amendment, there are only changes to the solicitation itself and the T4NG2 Self-Scoring Worksheet (Attachment 015). Offerors are not required to resubmit proposals unless changes were made as a result of this amendment. Proposal revisions are not restricted to solely the areas addressed within this amendment, nor to areas addressed in previous amendments. However, all Offerors shall submit a SF33 acknowledging all amendments not previously acknowledged. As part of the SF33, Offerors shall indicate whether there are changes to the proposal and, if there are any changes, indicate which files are being changed and clearly identify all changes within each file (i.e., in tracked changes). A continuation page to the SF33 may be added to indicate the files that are being changed.

The purpose of this posting is to amend the solicitation to make the following changes: (1) Adjust point values for REPs from Protégés within a Mentor-Protégé Joint Venture as the result of a recent Court of Federal Claims decision; (2) Specify the definition of an employed Veteran to be consistent with 38 U.S.C. § 8129(a), wherein there is preference to Offerors that employ Veterans on a full-time basis; (3) Specify that, under Small Business Participation Commitment, dollars/percentages shall be based on the amount of work performed at the Prime and 1st-tier Subcontractor levels; (4) Specify that in the event a Joint Venture does not have four relevant experiences, then it must include at least one REP performed by the managing partner of the Joint Venture; (5) Specify that Contractor Teaming Arrangements (which includes Joint Venture agreements) shall not consist of a potentially collusive arrangement, either for this Solicitation or future task order competitions; and (5) Clarify that VAAR 852.219-75 only applies to small businesses.

VA hereby releases the final Request for Proposal (RFP) for the Transformation Twenty-One Total Technology 2 (T4NG2) multiple-award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract.
Proposals are due no later than 1 p.m. Eastern Standard Time on April 17, 2023 via the Virtual Office of Acquisition, Acquisition Task Order Management System (please refer to RFP section L.10 for detailed instructions).
Please note that VA reviewed all questions and comments received in response to the 2nd draft RFP and, in consideration, made various updates throughout the RFP. Further questions regarding the final RFP shall be submitted via email to T4NG2.TAC@va.gov no later than 1pm Eastern Standard Time on March 21, 2023. The Department of Veterans Affairs (VA) Technology Acquisition Center (TAC) located at 23 Christopher Way, Eatontown, NJ intends to issue a solicitation for the Transformation Twenty-One Total Technology 2 (T4NG2) effort.
This Request for Proposal (RFP) is posted in a DRAFT format. In response to the DRAFT RFP, the Government will accept questions and comments submitted to T4NG2.TAC@va.gov no later than 1 p.m. Eastern Standard Time on February 21, 2023. The subject line should clearly read: Questions in response to Second DRAFT T4NG2 RFP . Any questions/comments submitted by potential Offerors will be treated on a non-attribution basis and considered source selection sensitive.
In addition to the Second Draft RFP, please see attached Questions and Answers. Potential Offerors are cautioned that you may not see your exact submission as duplicative question(s) and/or suggestion(s) may have been removed. Synopsis
The purpose of this amendment is to formally synopsize the T4NG2 procurement and advise interested parties that VA anticipates issuing a formal solicitation for this effort via SAM.gov on/about February 28, 2023. The T4NG2 contract will be a Multi-Agency Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order (MATO) contract with a base ordering period of five years and one five-year option period. The scope of T4NG2 covers a wide range of information technology (IT) and Health IT services including, but not limited to technical support, program management, strategy planning, systems/software engineering, enterprise network engineering, cyber security, operations and maintenance, and other services and solutions encompassing the entire range of IT and healthcare IT requirements. The total number of prime contract awards intended for the T4NG2 procurement is 30. Of the 30 awards, 15 awards will be reserved for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Of the 15 SDVOSB awards, one award will be reserved for a Women-Owned Small Business (WOSB) / SDVOSB and one award will be reserved for a Historically Underutilized Business Zone (HUBZone) / SDVOSB. If a single company qualifies for both a WOSB/SDVOSB and a HUBZone/SDVOSB, then that will account for both reserves. The basis for award for the basic contract will be determined by the highest rated Offerors with a Fair and Reasonable Price. Following award of the basic contracts, individual Task Orders may be issued using a variety of contract types depending on the nature of the requirement, including Firm-Fixed-Price, Time-and-Materials, and Cost Reimbursement, inclusive of incentive and award term contract types. As was indicated during the T4NG2 Industry Day, VA anticipates releasing a second draft solicitation for industry review and input on February 14, 2023.

Draft Request for Proposal

The Department of Veterans Affairs (VA) Technology Acquisition Center (TAC) located at 23 Christopher Way, Eatontown, NJ intends to issue a solicitation for the Transformation Twenty-One Total Technology 2 (T4NG2) effort.
This Request for Proposal (RFP) is posted in a DRAFT format. In response to the DRAFT RFP, the Government will accept questions and comments submitted to T4NG2.TAC@va.gov no later than 1 p.m. Eastern Standard Time on January 20, 2023. The subject line should clearly read: Questions in response to DRAFT T4NG2 RFP . Any questions/comments submitted by potential Offerors will be treated on a non-attribution basis. VA TAC anticipates issuing a finalized RFP in February 2023.
Offerors are cautioned that the RFP is a DRAFT that is subject to change. Specifically, the point structures for the Self Scoring Spreadsheet addressed in Section L are notional and are only intended at this time to show Offerors how the Spreadsheet will function. Final point structures will be revealed at Final RFP release.
