# Reference Question Answer 861 L.10.2 The Final RFP released April 5th, 2023 states in Section L.13.3 that Attachment 014 is to be submitted in Volume 5. The Table in
L.10.2 does not confirm this change, however Section L.15 does confirm this change.
Please clarify the correct Volume location for Attachment 014 for compliance with submission instructions and offerors submission.
Thank you. The Government will not release a second amended RFP at this time. VA requests that Attachment 014 be submitted under Volume 5 but will also accept submissions under Volume 3. The most critical action is to clearly cite where within the proposal VA can locate the file.
862 SF33 SF33 – Acknowledgement of Amendments #14. Can the Government confirm that to date (As of April 11 2023), the only actual “Amendment” issued was on April 5 and all other releases are referenced as “postings” or “modifications to a previous notice” and do not require Acknowledgement in SF33 #14.
The Government confirms.
863 Q&A TAC’s answers to two of the questions that were published on 10 April 2023 appear to be inconsistent. Those Q&As state as follows:
#668 - Question - “Section L.10.5.E states ‘In the event that a company submits a proposal on behalf of itself, and is also a member of a Joint Venture, then the REP may not be used in more than one proposal. In this instance projects used in more than one proposal will be removed from all of those proposals and will not be evaluated.’ While that is clear guidance, it is unclear how the VA will evaluate a situation where a mentor has its protégé as a subcontractor on one of its prime contracts. In that situation, there are two distinct contracts – the mentor’s direct contract with the Government and the protégé’s subcontract with the mentor. For this situation, please clarify if a mentor can submit its prime contract as a REP in its proposal and if the JV can submit the protégé’s subcontract within the JV bid.” Answer - “Yes.”
#697 - Question - “Please confirm in the following scenario that both REPs are allowable and scoreable, as has been the case with other federal IDIQs with a self-scoring evaluation methodology. In the case of an SBA ASMPP JV, where the Mentor is submitting a proposal and the JV is also submitting a proposal, may the Mentor submit a REP where the Mentor had the Prime contract with the government, and may the JV submit a REP where the Protégé had a Subcontract under the same task order with the Mentor (i.e., the Protégé REP would represent only the scope and total contract value of the Subcontract)?” Answer - “This would be considered double-counting experience from the same REP and is prohibited.”
Please resolve this apparent inconsistency, and confirm the accuracy of the response that was given to Question #668 which correctly states that a Prime Contract with the Government may be used as a REP in the Mentor’s proposal, and a Subcontract between the Mentor and the Protege for that same prime contract may be used as a REP in the MPJV’s proposal.
Thank you for pointing this out. The answer in #668 is correct and the Government revokes its prior answer to #697. A Prime Contract with the Government may be used as a REP in the Mentor’s proposal, and a Subcontract between the Mentor and the Protege for that same prime contract may be used as a REP in the MPJV’s proposal.
864 VOA Registration When will the VOA Proposal Type drop down menu be updated? As of April 12th, the VOA Proposal Type drop down has been updated to reflect "36C10B23R0011". Thank you.
865 OCI Can VA clarify the disconnect between Attachment 015 and L.10.2 for the Organizational Conflict of Interest (i.e., in the Scoring Worksheet it says “if applicable” and in L.10.2 it does not. Is one required if not applicable?
Please refer to L.10.2, “Even if the Offeror does not have a potential OCI, Offerors shall still submit this file confirming that there is not a potential OCI.” Offerors shall disregard the “as applicable” note in Row 12 of Attachment 015. The VA will not provide an updated Attachment 015 out of respect for Offerors that have already started completing the most current version (T4NG2 Self Scoring Worksheet Amendment v2).
866 General Will VA please issue another extension to allow industry more time to submit proposals? The RFP closing date/time will remain unchanged at this time.
