# Reference Question Answer 4 Attachment 016 Can the Government please confirm if Attachment 016 was a document that was supposed to be released with the final RFP, or if this is an error?
Attachment 016 was not released with the RFP as this attachment is to be submitted by the Offeror to support its proposal in accordance with L.10.3.
5 General - NAICS Could you please verify that a SDVOSB that is a small business under any NAICS (like 541330 with military exception) may submit a proposal as a prime? Or must the company be a small business in the 541512
NAICS?
In accordance with L.9, VAAR Clause 852.215-70 (Deviation)(b)(2), In order for a concern to submit an offer and be eligible for the award of an SDVOSB set-aside or sole source contract, the concern must qualify as a small business concern under the size standard corresponding to the NAICS code assigned to the contract and be listed as an SDVOSB participant in the SBA certification database as set forth in 13
CFR 128.
6 L.12.1.1 (4) Please confirm that “Each project must have at least one year of performance….” as of the date of proposal submission . There currently is no frame of reference for the one-year clock.
The RFP will be amended to reflect the following: L.12.1.1, 4.
"Each REP must be ongoing or have been completed within 5 years from the date of the T4NG2 solicitation release. Each project must have at least one year of performance as of the date of proposal submission unless one of the following situations exist:...."
7 Attachment 015 The Past Performance section is calculating (-100) for neutral/no CPAR/PPQ, while the RFP states that neutral/no ratings will receive 0 points. Please clarify.
Self Scoring Worksheet is working correctly. Once entries are made to L.12, a neutral score of 0 points will be reflected in L.13.1.
8 Attachment 018 We noticed that Attachment 018 is missing from the Final RFP package. Will you please provide the final Attachment 018? Or should we use the version from the Draft RFP, if no changes were made?
Attachment 018 was posted with the RFP on March 14, 2023.
9 L.12.1.2 and Attachment 017
Attachment 017 doesn't provide text fields to respond to L.12.1.2 (i), (k), or (l). VA confirmed that Attachment 017 does contain text fields to respond to these elements.
10 L.15 "Each proposed subcontractor must also submit their individual Representations and Certifications in Section K." Please confirm that subcontractors must also provide their own representations and Certifications.

11 L.11 (pg. 132) Volume I, L.12
(pg. 133) Volume II, etc.
Is the offeror to submit the various files grouped into volumes, such as separate zip files representing each volume?
See L.10, Proposal Submission Instructions. Specifically, L.10.2, Proposal Files.
12 General The Transformation Twenty-One Total Technology Next Generation 2 Request for Proposal 36C10B23R0011, March 14, 2023, notice states, “Please note that VA reviewed all questions and comments received in response to the 2nd draft RFP and, in consideration, made various updates throughout the RFP.” Q. Please confirm if it is the Government’s intent not to release responses to Industry Day (2/7/23) or second “draft” solicitation (2/21/23) questions received from industry.
As previously noted, VA did review and consider all questions and comments previously submitted. Many of those questions were repeats of questions previously answered. The other questions were considered during the finalization of the Solicitation, but answers were not posted with the final Solicitation in order to avoid any confusion that could be caused by posting questions and answers pertaining to the draft Solicitation. If any questions remain after reviewing the final Solicitation, potential offerors are encouraged to submit those questions and answers will be provided .
