About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is seeking comprehensive development, security, and operations (DevSecOps) product support, modernization, artificial intelligence, and machine learning services through the Benefits Enterprise Services (BES) contract. This pre-solicitation Request for Information is issued under NAICS code 541512 (Computer Systems Design Services) and targets the Benefits, Appeals and Memorials (BAM) Portfolio, which encompasses multiple VA product lines including Benefits Integration and Administration, Compensation and Pension, Memorial Benefits Services, Enterprise Management of Payments, and Veterans Appeals. Key contract requirements include providing system teams and agile development teams to support approximately 15 Systems Teams and 230 Agile Development Teams, implementing continuous integration/continuous delivery (CI/CD) pipelines, establishing site reliability engineering practices, ensuring information security and quality management, and managing large-scale DevSecOps operations. The VA has indicated that GSA Alliant 2 will be the vehicle for this procurement, with an estimated solicitation release on February 13, 2026, and anticipated award in Q1 FY 2026. Interested vendors must submit questions or clarifications by 12:00 PM EST on January 22, 2026, and responses to the RFI must be submitted according to the specifications outlined in the solicitation documents.

This opportunity is designated as a set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs), with potential award decisions to be made based on availability of VetCert-certified entities capable of performing the required services. The requirement represents a recompete of the existing Benefits Integration and Development (BID) Task Order (VA118-16-D-1007 36C10B21N10070021), with the VA intending to award the new contract during the final year of the incumbent contract to facilitate service continuity. The contract will feature a 12-month base period with two 6-month option periods, with a reduced transition support period of 3 months (previously 6 months) to transfer services from the current contractor. No specific budget range has been disclosed in this pre-solicitation notice, though the scope encompasses support for multiple product lines and substantial development teams across the VA's benefits systems. The VA is also continuing to analyze additional acquisition strategies and has indicated it may issue further RFIs and undertake additional acquisition actions related to the Benefits Appeals and Memorial Services Portfolio as modernization objectives evolve.
