This document is a Request for Information (RFI) Amendment for the Department of Veterans Affairs' (VA) Benefits Enterprise Services (BES) contract. The VA intends to re-solicit the requirement on the GSA Alliant 2 Government-Wide Acquisition Contract (GWAC), with a forecasted solicitation date of February 13, 2026, and anticipated award in Q1 FY 2026. Key modifications include changing the Period of Performance to a 12-month base period with two 6-month option periods, reducing the transition support period from 6 to 3 months, and updating the Appeals Product Line Help Desk Support from a flexible firm fixed price optional task to a specific Appeals Help Desk requirement.

The procurement is classified under NAICS code 541512 for Computer Systems Design Services, with the contracting office located in Eatontown, NJ. The VA is conducting market research and analyzing acquisition strategies to optimize IT support services for benefits-related IT systems. Vendors are advised that the VA anticipates issuing additional RFIs and undertaking future acquisition actions for the Benefits Appeals and Memorial Services (BAM) Portfolio. Interested parties must submit questions by 12:00 PM EST on January 22, 2026, and should be prepared for potential set-aside decisions based on the availability of Veteran Small Business Certification (VetCert) certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran Owned Small Businesses (VOSBs).
