About this file

This document is a Request for Information (RFI) for the Benefits Enterprise Services (BES) contract, which is a re-compete of the existing BID TO (VA118-16-D-1007 36C10B21N10070021) contract. The RFI seeks information from interested parties, especially Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs), on their capabilities to provide comprehensive development, security, and operations (DevSecOps) product support, modernization, artificial intelligence, and machine learning efforts for the Memorial Benefits and Services (MBS) portfolio of systems. The RFI includes details on the technical requirements, expected transition plan, and feedback on the draft Performance Work Statement (PWS). Responses are due by December 2, 2024, and the VA intends to award the BES contract during the final year of the current contract to allow for a 6-month transition period.

Benefits Enterprise Services - DevSecOps

Attachment 0003 Memorials DevSecOps Application Systems Product List The Memorial Benefits and Services (MBS) Products provide technology solutions to support National Cemetery Administration (NCA) programs and services. They deliver digitization, modernization, automation, and interoperability solutions to provide Veterans and their families with efficient and timely services and benefits.

System Acronym
System Name
System Description
MBMS
Memorial Benefits and Management System
The first major area of NCA operations to use MBMS is the National Cemetery Scheduling Office (NCSO), the central call center for anyone scheduling a burial, interment, or inurnment at a National Cemetery. The Case Management, Eligibility, and Outreach (CaMEO) module uses the Salesforce COTS platform, which brings case management functionality and automated workflow processes into one integrated system.

A companion module, Cemetery Regulations, Reports and Testing (CeRRT), allows individual cemeteries to indicate, on a calendar-type form, the hours and capacity for services. This information is displayed to NCSO to enable accurate and consistent scheduling for Veterans and their families. Additionally, MBMS automates all business processes associated with tracking orders and delivery of monuments. It provides a complete historical record for each monument application and automates all manual, paper-intensive record keeping and information and forms processing associated with over 135,000 yearly interments. Finally, using one system, MBMS enables NCA end-users to perform eligibility, benefits, and cemetery management functions.

MEL
Memorial Enterprise Letters
The Memorial Enterprise Letters (MEL) application allows the NCA to build new letter templates to generate letters related to suspending or denying an application for a government headstone, marker, or medallion. The NCA Case Managers use these templates to create letters to the next of kin or cemetery explaining why their application for the government headstone, marker, or medallion has been suspended or denied. The MEL application also supports the print vendor, which prints and mails letters to the recipients. The current MEL custom solution will be replaced with a configurable lightweight correspondence engine, allowing NCA to build new letter templates and automate business rules for template approval. This eliminates NCA's dependency on Information Technology (IT) support for letter template management.
VLM
Veteran Legacy Memorial
The Veterans Legacy Memorial (VLM) is an interactive online memorialization platform designed to honor the service and sacrifice of the nation’s Veterans. The digital memorialization platform enables visitors to honor and pay their respects to Veterans interred at VA national cemeteries by allowing public contributions to Veterans’ pages. VLM’s online portal includes digital pictures of headstones and markers, and burial records that family members, survivors, and friends can view. VLM has incorporated architecture and functionality specializing in Cloud infrastructure, principles and protocols of user experience (UX), and human-centered design. The project is the latest from VA’s IT and Digital Modernization program and aligns with the President’s Management Agenda.

The public can search the site for Veterans, find out which of the National Cemetery they are buried, and read summary details of their lives and service. Future capabilities will allow families, survivors, fellow Veterans, and others to add historical photos, view gravesite photographs, view gravesites on a map, get directions to a gravesite, and share memories on a deceased Veteran’s memorial page. Such capabilities will include provisions that allow NCA to manage the site in a manner that maintains the same level of decorum that customers experience in VA’s National Cemeteries.

As a digital, Cloud-based, and internet-enabled platform, VLM enhances the Veterans Legacy Program concept. It includes more than 4.5 million Veterans currently laid to rest in National Cemeteries. Most importantly, VLM allows the American public to share in NCA’s mission to “honor all Veterans in perpetuity.”

BINCA
Business Intelligence National Cemetery Administration
NCA has implemented a business intelligence system using an enterprise Tableau Server. Tableau is the platform for BINCA to achieve true self-service capabilities for NCA analytics. It creates visualizations to manage and understand data, provides a method to share data among users, and exposes patterns and trends in a secure environment. The NCA Leadership team uses the output of BINCA on their dashboard for decision-making purposes.
BOSS-E
Burial Operations Support System - Enterprise
BOSS-E is a system comprising 10 VA legacy sub-systems that will be part of a future decommissioning effort. The multi-year goal is to transition users from these legacy systems by leveraging MBMS, VA systems, and COTS solutions. VA will migrate the functionality of the following mission-critical IT systems into MBMS and then decommission these systems as part of BOSS-E:

Burial Operations Support System (BOSS) Automated Monument Application System (AMAS) Eligibility Office Automation System (EOAS) Nationwide Gravesite Locator (NGL) Presidential Memorial Certificate (WebPMC) Daily Burial Schedule (DBS) National Gravesite Locator (NGL) National Cemetery Kiosk (KGL) Gravesite Assessment Reporting (GAR) Management Memorials Administration Decision Support System (MADSS)

BOSS
Burial Operations Support System
BOSS automates all the manual, paper-intensive record keeping and information and forms processing associated with over 150,000 yearly interments from National and State Veterans, Arlington National Cemetery, post/military, Department of Army, and Department of Interior cemeteries. BOSS creates and maintains a complete historical record for each interment and is considered an NCA mission critical system.
AMAS
Automated Monument Application System
AMAS automates all business processes associated with monument ordering, delivering, and tracking. It provides for creating and maintaining a complete historical record for each monument application. AMAS receives, processes, and tracks over 335,000 applications each year for government-furnished monuments (i.e., headstones, markers, niche covers) for graves of Veterans and beneficiaries buried in National, State, Arlington National Cemetery, post/military, Department of Army, Department of Interior, and private cemeteries. AMAS is considered an NCA Mission critical system.
EOAS
Eligibility Office Automation System
EOAS provides case processing functionality, case tracking, productivity reporting, and tracking reports for pre-need request submissions for the Eligibility Office (EO).
NGL
Nationwide Gravesite Locator
NGL is a system designed to assist the public with locating a gravesite for which a government marker was provided. The NGL receives a data feed from both BOSS and AMAS databases and is kept constantly up to date. NGL is considered an NCA mission critical system.
WebPMC
Presidential Memorial Certificates
A PMC is an engraved paper certificate bearing the signature of the current President. It honors the memory of Veterans who have been honorably discharged from the Armed Forces of the United States. The WebPMC application provides case processing functionality, case tracking, productivity reporting, and document tracking reports for the PMC program.
DBS
Daily Burial Schedule
DBS is an online application developed to improve customer service and public access to information about those interred at any of the 135 national, state, and tribal cemeteries. DBS provides burial schedule information up to a year from the day the user searches within the application. After the day of the interment, the information no longer appears in DBS; the decedent’s burial location will be updated in the Nationwide Gravesite Locator, which can also be found online. DBS information is updated hourly, so visitors are encouraged to check back close to the date and time of the service to ensure information did not change.
KGL
National Cemetery Kiosk

Over 90 kiosks are installed in National Cemeteries. Kiosks provide cemetery visitors current gravesite information and a printed map so they may easily and quickly locate the gravesite of decedents at the cemetery. Kiosks also provide visitors with the most frequently sought information including floral regulations, cemetery hours of operation, upcoming events, military honors policy, burial eligibility requirements, historical cemetery information, and NCA rules and regulations. Kiosks receive a data feed from the BOSS system nightly to ensure visitors receive current decedent information. Kiosks are considered an NCA Mission critical system.

GAR
Gravesite Assessment Reporting (GAR) Management
The Gravesite Assessment Reporting (GAR) application operates/functions within the BOSS environment. The GAR application delivers the semi-annual and fiscal year Gravesite Assessment reports. The reports collect information about the cleanliness, height and alignment of headstones/markers at National Cemeteries. The assessment is based on a random sampling of gravesites inspected by cemetery staff in April and October each year.
MADSS
Memorials Administration Decision Support System (MADSS)
The NCA Management and Decision Support System (MADSS) is an electronic system of tracking cemetery workload and administrative data. MADSS was developed to improve the accuracy and consistency of data received from the national cemeteries. MADSS is a menu driven on-line data entry system. Cemetery personnel can enter current month or quarterly data and correct current month or quarterly data within the current fiscal year. The system also gives NCA Central Office, Memorial Service Network (MSN) and national cemetery staff the ability to generate and print reports.
