About this opportunity
The National Aeronautics and Space Administration plans to issue a Request for Proposal for Cybersecurity and Privacy Enterprise Solutions and Services to provide cybersecurity and privacy program management support, oversight support, standards, architecture, engineering, and security services across all NASA centers and facilities. Offerors must have a Top Secret facility clearance by the proposal due date in the second quarter of 2021. The agency intends to award a single-award, cost-plus-award-fee indefinite-delivery, indefinite-quantity contract with a 20-month base period and four 12-24 month option periods to the offeror whose proposal represents the best value to the government based on technical and price factors. A draft RFP will be released in the second quarter of 2021 with an anticipated industry day and final RFP release also in that quarter.
There is no set-aside designation for this requirement. The North American Industry Classification System code is 541519 for other computer related services up to $30 million and the estimated value is over $30 million. The period of performance is for a base period of 20 months plus up to 120 months if all options are exercised.

The NASA Information Technology Procurement Office (ITPO) plans to issue a Request for Proposal (RFP)for Cybersecurity and Privacy Enterprise Solutions and Services (CyPrESS). The principal purpose of CyPrESS is to provide the NASA Office of Chief Information Technology (OCIO) with cybersecurity and privacy enterprise solutions and services which includes, but is not limited to, Cybersecurity and Privacy Program Management Support, Cybersecurity and Privacy Oversight Support, Cybersecurity Standards, Architecture and Engineering, and Cybersecurity and Privacy Services.
The Place of Performance is at all NASA Centers and Facilities.
The Government does not intend to acquire a commercial item or commercial services as defined in FAR Part 2.101 and does not intend to use issue a FAR Part 12 contract.
It is anticipated that this acquisition will be a full and open competition. The NAICS Code and Size Standard are 541519 – Other Computer Related Services and $30M, respectively.
It is also anticipated that the subject RFP will be for a Single Award, Cost Plus Award Fee (CPAF) Core and Hybrid Indefinite-Delivery, Indefinite-Quantity (IDIQ) with CPAF and Firm-Fixed Price (FFP) CLINs, with a 20 month base period, a 24 month Option Period 1, a 24 month Option Period 2, a 24 month Option Period 3, and a 12 month Option Period 4.
The anticipated release date of a Draft Request For Proposal (DRFP) is in the second quarter of 2021. This will be an opportunity for potential offerors to provide questions, comments or any concerns regarding the DRFP and attachments which includes the Performance Work Statement (PWS). No proposal/offer is to be submitted in response to a DRFP. NASA also anticipates holding a virtual industry day event in the second quarter of 2021. Details regarding this event will be shared on beta.sam.gov.
The anticipated release date of the RFP is in the second quarter of 2021 with an anticipated offer due date in the second quarter of 2021. Please note a Top Secret facilities clearance will be required in accordance with a DD Form 254, Contract Security Classification Specification. The Top Secret level facility clearance must be in place by the due date for receipt of proposals. For proposals submitted as joint ventures, the facility clearance must be granted in the name of the joint venture.
All responsible sources may submit an offer when applicable, which shall be considered by the agency.
