The templates include fully burdened labor rate worksheets for prime contractors and subcontractors to develop fixed-price pricing for sample task orders. Instructions are provided for completing the templates and developing composite rates.

INSTRUCTIONS FOR COMPLETING THE TOPT-IDIQ-FFP DELIVERY ORDER TEMPLATE
This template is used for pricing the Fixed Price Delivery Order and is required of the Prime Offeror only
This template is used to develop a price based on resources specified by the Government. It is used for comparison to other Offerors and will be presented to the SSA for contract award selection purposes. The only discrimator in the in the IDIQ FFP price will be the Fully-Burdened Labor Rates.
The template consists of 3 labor sections, (1) Specified Resources by year, (2) fuly burdened labor rates, and (3) fully burdened labor price.
Section 1. Specified Resources By Base Period and Option Periods:
This first section shows the Specified Resources provided by the Government. Offerors will price the same resources for each GFY.
Section 2. Fully Burdened Labor Rates:
The Fully Burdened Labor rates are linked from the [FBR-FFP] worksheet. It includes all indirect rates and also profit
Section 3. Fully Burdened Labor Price:
This section calculates the Fully Burdened Labor Cost by multiplying the Specified Resources by the Fully Burdened Labor Rates.
Profit Profit is included in the Fully Burdened Labor Rates
IMPORTANT NOTES
This workbook contains links and formulae design to expedite the flow of information, and facilitate the development of the Total Delivery Order Price. However, the proposal is the product of the Offeror and as such, it is the Offeror's responsibility to review all links and formulae to determine that they are accurate and consistent with the Offeror's intent, and that the results are representative of the intended proposed price. Errors caused by inaccurate links or formulae included in this worksheet by the Government are not the responsibility of the Government, since it is the contractor's responsibility to change or correct any erroneous links or formulae. The Offeror shall review all links and formulae for accuracy and logic.

INSTRUCTIONS FOR COMPLETING THE FBR-FFP TEMPLATE
THIS WORKSHEET SHALL BE COMPLETED BY THE PRIME CONTRACTOR AND ALL SIGNIFICANT SUBCONTRACTORS
A separately identified and labeled Exhibit 21 shall be submitted for each individual GFY from the Prime Offeror and each individual Significant Subcontractor.
Instructions For Both Prime Offerors And All Subcontractors All Prime Offerors and each Significant Subcontractor shall prepare this worksheet through column N, under the yellow highlighted row. This worksheet is used to provide insight into the development of the FBR for the IDIQ FFP effort for each SLC for each contract year. A separate fully-burdened rate (FBR) calculation is required for each SLC for each contract year for the entire contract period.
The template starts with the base direct labor rates for the first contract year for each SLC . Indirect rates, (Overhead, Fringe Bemefit, G&A, etc) are applied to the base in accordance with the contractor's accounting system and policies. The indirect rates in this worksheet shall be in accordance with the contractor's accounting system). If the offeror's accounting system comprises additional indirect rates than those shown in the template, (OHT, Fringe Benefit, and GAT), additional columns shall be added to this template to accomodate the offeror's additional indirect rates. Please note that some Offerors' accounting system may have their Overhead and Fringe Benefit indirect rates shown separately, while other Offerors may have those two rates combined into one rate. If indirect rates used in this worksheet are obtained from a Forward Pricing Rate Recommendation (FPRR), or Forward Pricing Rate Approval (FPRA), the Offeror shall include a copy of the FPRR or FPRA in the Cost Narrative in Volume III of the proposal. If the FPRR or FPRA does not include all 8 years, 8 months of the contarct, then the indirect rates exhbits shall be included in this workbook for the years not included in the FPRR or FPRA.
Base labor rates for GFY 2023 through GFY 2030 shall be calculated using annual escalation factors. The basis of the escalation factor shall be explained and supported in the Cost Narrative provided in Volume III of the proposal. The worksheet is designed to accomodate the inclusion of the annual escalation factors. Note: Refer to FAR Clause 52.222-43, Fair Labor Standards & Service Contract Act – Price adjustment, with respect to escalation for non-exempt personnel.
Instructions Specific To Significant Subcontractors Significant Subcontractors shall complete this worksheet through column N, (under the yellow highlighted row), and provide the FBRs per SLC per year to the Prime Offeror for incorporation into the Prime Offeror's FBR. Unless there is a fee-sharing arrangement with the Prime contractor, fee is added to the FBR and incorporated in Column M. The basis for the fee shall be explained and supported by the subcontractor in its Cost Narrative in Volume III of the proposal. The subcontractor's detailed proposal shall be submitted directly to the Government .
Instructions Specific To Prime Offerors Prime Offerors are to contimue completing this worksheet through the columns under the green highlighted row. These columns are used to accomodate the FBR for all subcontractors (nonsignificant and significant) to be included in the development of the Prime Offeror's composite FBRs. If necessary, columns shall be added to accomodate more than the three subcontractors included in the worksheet. (Actual subcontractor's names shall be used instead of "Subcontractor A", etc.) If the Prime Contractor's accounting system includes the addition of a burden rate to its subcontractors cost, the burdened rate is added here (Columns S, T, & U). The burden rate shall be explained and supported in the Cost Narrative in Volume III of the proposal. If the applied subcontractor rate is different from the G&A rate in the GAT template, provide an explanation and support in the Cost Narrative in Volume III of the proposal. The Percentage Usage Columns (Columns V, W, X, & Y) are provided so that the Prime Contractor may weight the proposed direct labor per SLC for the Prime Contractor and all subcontractors, nonsignificant and significant. A weighted average is then calculated for each SLC. (See the formula in the example provided in the worksheet for years 1 and 2,) NOTE: The total usage percentage of the Prime Contractor and all subcontractors shall total 100%. A "test" column, (AB) is used to verify the total percentage.
Column M: For the Prime Contractor, no profit is added in this column. Profit is added in Column AA.
Formulae and links shall be included in the worksheet as much as is possible to accomodate changes in any cell to facilitate easy recalculation of any FBR.
GFY 2023 THROUGH GFY 2030:
An escalation factor may be applied to the previous year's base rate for GFY 2023 through 2030. Formulas shall be used to facilitate the escalation of the FBR as shown in the worksheet for GFY 2023.
Note: Refer to FAR Clause 52.222-43, Fair Labor Standards & Service Contract Act – Price adjustment, with respect to escalation for non-exempt personnel.
The FBRs calculated in this worksheet shall be linked to the FRBs used in worksheet [TOPT-IDIQ FFP] to calculate the final proposed price for the FFP Sample Task Order.
IMPORTANT NOTES

However, the proposal is the product of the Offeror and as such, it is the Offeror's responsibility to review all links and formulae to determine that they are accurate and consistent with the Offeror's intent, and that the results are representative of the intended proposed price. Errors caused by inaccurate links or formulae included in this worksheet by the Government are not the responsibility of the Government, since it is the contractor's responsibility to change or correct any erroneous links or formulae. The Offeror shall review all links and formulae for accuracy and logic.

INSTRUCTIONS FOR COMPLETING THE MST TEMPLATE
This template is required of Prime Offerors and all Significant Subcontractors.
Examples showing how this template is to be completed is provided in red above.
The Fully Burdened Rates (FBR) for Nonsignificant Subcontractors provided in this worksheet shall be used to develop the IDIQ FBRs for the Prime Offeror or the Signficant Subcontractor for the FFP Task Order.
This template provides for the following.
1. The type of contract between the nonsignificant subcontractor and the higher-tier entity, (Prime Offeror or Signifiant Subcontractor)
2. The fully-burdened labor rates per year for all nonsignifiant subcontractor's SLCs included in the higher-tier entity's FBR development
3. The fee rate included in the Nonsignificant Subcontractor's FBR
4. Annual Escalation Factor applied to the Nonsignificant Subcontractor's base direct labor rates to develop the FBR for he following years (2 through 510 of the contract
It is the Prime Offeror's and Significant Subcontractor's responsibility to evaluate each of their Nonsignificant Subcontractor's proposal.
The evaluations of the Nonsignificant Subcontractors shall be documented by the Prime Offeror or Significant Subcontractors in the Cost Narrative in Volume III of the Prime Offeror's or Significant Subcontractor's proposal. The narrative shall provide the rationale and basis for the Prime Offeror's or Significant Subcontractor's opinion and decision on each nonsignificant subcontractor's FBRs.
The worksheet has space to accomodate 4 nonsignificant subcontractors; Offerors shall add rows as necessary to accomodate more subcontractors if necessary.
