About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is soliciting proposals for custom signage and branded materials for multiple military units, including the 950th Spectrum Warfare Group and associated electronic warfare squadrons. The procurement involves designing, producing, and installing various signage elements such as backlit logos, rugs, decals, vinyl graphics, and metal building signs featuring unit-specific emblems and branding. The solicitation uses a Lowest Price Technically Acceptable (LPTA) evaluation approach, which means vendors must meet precise technical specifications while offering the most competitive pricing. Prospective offerors are required to attend a mandatory site visit on March 21, 2025, at 9:00 AM EST at Robins Air Force Base, and must submit any questions by March 25, 2025, at 12:00 PM EST. The final offer submission deadline is March 28, 2025, at 4:00 PM EST, with all vendors required to be registered in the System for Award Management (SAM).
The contract is set aside as a 100% Women-Owned Small Business (WOSB) opportunity within the Sign Manufacturing NAICS category (339950), with a size standard of 500 employees. No incumbent contractor was identified in the documentation. The project encompasses approximately 4 backlit logos, 6 rugs, 14 large etched vinyl logos, multiple vinyl graphics, 3 outdoor metal building signs, and 15 wooden logos, totaling around 950 signage items. The performance period is 60 calendar days from the award date, with work to be completed between 7:00 AM and 5:30 PM, Monday through Friday, excluding government holidays. Installation will occur at Robins Air Force Base in Warner Robins, Georgia, with strict security requirements including mandatory U.S. citizenship for contractors and background checks. The contract will require precise adherence to military branding standards, with each item needing individual government representative sign-off and a 30-day warranty for installation-related damages.
