About this opportunity
The 97th Contracting Squadron, Air Force Education and Training Command, seeks custodial services at Altus Air Force Base, Oklahoma, with proposals due August 4, 2026. This is a Women-Owned Small Business 100% set-aside under NAICS code 561720 (Facilities Support Services), foreclosing competition outside that pool.
Place of performance is Altus AFB, Altus, Oklahoma. The contract covers approximately 749,655 square feet across 89 facilities organized into five service levels under Air Force Common Output Level Standards: Level 1 (prestige facilities), Level 2 (basic services), Level 3 (academic/simulator facilities), Level 4 (Fitness Center, Youth Center, and Child Development Center with specialized requirements), and Level 5 (remote/isolated locations). Cleaning frequencies range from once weekly to five times daily by facility type. The base period runs January 1 through September 30, 2027 (nine months), with four one-year option periods extending through September 30, 2031.
The solicitation requires a firm fixed-price quote structured across recurring monthly services and as-needed services including floor buffing, strip and wax, carpet shampooing, power scrub, descaling, dusting, and window cleaning. All contractor personnel must complete background checks; those requiring Common Access Card (CAC) access must complete Antiterrorism Level I training within 30 days. Child Development Center personnel require favorable background checks, current immunizations per AFJI-48-110, and annual child abuse prevention training. All cleaning chemicals require HAZMAT approval and Environmental Flight authorization before use on base; AbilityOne products must be sourced when available.
Performance thresholds allow no more than five valid defects per month for facility and restroom cleaning, with re-performance required within two hours of Contracting Officer's Representative notification for routine services and 24 hours for as-needed services. The incumbent contractor, A&W Building Maintenance, Inc., currently employs approximately 20–30 full- or part-time and seasonal employees; staffing levels remain at the contractor's discretion as this is performance-based.
Evaluation uses a Competitive Best Value Tradeoff methodology. Technical factors (Technical Approach/Quality Control Plan and Transition Plan for January 1, 2027 startup) and Past Performance combined are significantly more important than price. Both technical subfactors require "Acceptable" ratings for overall acceptability. Past Performance evaluation assesses Recency (within three years), Relevancy (similar or greater scope and complexity), and Performance Quality using contract references and CPARS records. Offerors must achieve minimum Substantial or Satisfactory Confidence rating. Total Evaluated Price is calculated from base period recurring services plus four option years plus 50% of Option Year Four pricing. The Government will evaluate the three lowest-priced technically acceptable offers for past performance, continuing until identifying at least two offers meeting the confidence threshold or until all quotes are evaluated.
A mandatory organized site visit was held July 7, 2026, at 0800 CST. All personnel require valid state or government picture identification; those from REAL ID Act non-compliant states require additional documentation (valid U.S. or foreign government passport, employment authorization document with photograph, or identification cards issued by federal, state, or local government agencies including photo and biographic information).
Proposal format requires three volumes: Volume I (SF 1449 and Attachment 2 Custodial Bid Schedule with pricing for base period and all four option years); Volume II (Technical narrative, maximum 15 pages excluding title and table of contents, addressing Performance Work Statement compliance, quality control plan, and transition plan); and Volume III (Past Performance, maximum three relevant contracts as prime contractor, maximum two pages per contract). Offerors must maintain active SAM registration with NAICS code 561720. Submissions are electronic to five designated Air Force email addresses with combined attachments not exceeding 10 MB per email. Prices are firm for 60 calendar days from offer receipt date.
Updated July 24, 2026: Attachment 1 (Performance Work Statement Version 3), Attachment 2 (Custodial Bid Schedule Version 3, adding one paper towel holder and soap dispenser to the Youth Center), Attachment 3 (Instructions to Offerors Version 2), Attachment 4 (Evaluation Factors Version 2), Exhibit A (Estimated Square Footage and Levels of Service Version 2), Attachment 11 (Questions and Answers Part 2) added; Attachment 10 (Anthropic Memo) removed.
