About this file

This is a Questions and Answers document for RFQ Solicitation FA441926Q0002 for Custodial Services at Altus Air Force Base. The document addresses both pre-award and site visit inquiries from prospective offerors regarding facility square footages, service requirements, staffing, and contract terms.

The Government clarifies that as-needed service square footages listed in the Bid Schedule are estimates only and will be determined through individual work orders; unit pricing per square foot will not be evaluated for award but will establish fair and reasonable pricing for future orders. Lactation rooms and restrooms are separate, distinct requirements with no overlapping criteria. The Level 1 Facility Cleaning square footage in Attachment 2 has been corrected to 43,956 square feet. The anticipated Period of Performance start date is January 1, 2027, with award occurring prior to that date. The incumbent contractor, A&W Building Maintenance, Inc., employs approximately 20-30 full/part-time and seasonal employees; the current contract ends December 31, 2026, after a one five-year period. Service Contract Act wage determinations will be incorporated at award and adjusted throughout performance. The requirement is performance-based, allowing offerors discretion in staffing levels and scheduling to meet Performance Work Statement standards. The Government will maintain facility cleanliness standards through coordination among Facility Managers, the Contracting Officer's Representative, Contracting Officer, and Contract Specialist. Current CDC staffing consists of two day-shift and three after-hours personnel. No changes to scope will occur during solicitation, though the PWS has been updated for minor facility renovations and addition of lactation rooms. The deadline for submitting questions was Friday, July 17, 2026, at 1100 CST, and the site visit occurred on July 7, 2026.
