About this file

This file is a Questions and Answers document (Part 2) addressing inquiries from prospective offerors regarding the Custodial Services solicitation at Altus Air Force Base. The document contains clarifications on various aspects of the requirement, including details about facility cleaning specifications, service delivery expectations, staffing requirements, and contract performance standards. Key topics addressed include cleaning frequency and standards for different facility types (Fitness Center, Youth Center, Child Development Center), chemical and equipment specifications, scheduling requirements, and compliance with regulatory accreditation standards. The Q&A also clarifies contractor responsibilities regarding facility maintenance, waste management, supply provision, and coordination with base personnel. Additionally, the document addresses administrative matters such as insurance requirements, staffing qualifications, and documentation submission procedures. This Questions and Answers Part 2 supplement is intended to provide prospective Women-Owned Small Business (WOSB) contractors with additional technical clarification beyond the initial Q&A document to support accurate proposal development for this SBA Certified WOSB 100% set-aside requirement at Altus Air Force Base, Oklahoma.

PRE-AWARD RFI List
Custodial Services at Altus AFB
Solicitation #: FA441926Q0002
ITEM #QUESTIONGOVERNMENT RESPONSE
POST SITE VISIT
1Regarding Attachment 4 – Evaluation Factors – Would the government consider changing the Past Performance relevance to contracts performed within the last 5 years instead of the listed 3 years? By doing so qualified contractors maybe bid and provide the best options to the government, therefore allowing for more competition. The current evaluation criteria will remain as they represent the best value to the government and align with our current staffing and requirements to meet critical deadlines and expectations. If we do not receive adequate competition, we will extend the due date and amend the evaluation criteria as necessary.
2Regarding the mentioned Map (Appendix D) – we understand the maps will not be released at this time. Will the government please provide the number of miles covered by this contract? I.E. Buildings 1-8 clusters are 3 miles from the furthest most buildings 20-30. Or north to south are 5 miles and east to west are 5 miles from end to end.Base map will be provided if approved, if not we will supply estimated milage radius.
3Is there a space, utility hook ups and government approval for the awardee to install a washer and dryer for washing cleaning towels and mops?Yes, designated space and utility hookups are available. Please note that the contractor shall be solely responsible for securing and maintaining the assigned space, and must provide all required machinery and equipment.
4Can you please confirm the due date is Aug 4, 2026 at 11am CST? The solicitation document Attachment 7 SF 1449, Block 8 has a due date of 22 July 26.Attachment 7 was updated with the correct date, August 4, 2026 at 11am CST.
5The solicitation requires contracts where the offeror performed as the prime contractor, but Attachment

4 states that a major subcontractor’s past performance may be considered. May one of the three past performance references be a contract where the proposed major subcontractor performed as the prime contractor? Yes, but note Past performance regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement will not be considered as highly as past performance information for the principal offeror.

6 Attachment 7 shows a nine-month base period followed by October-through-September option years, while Attachment 2 Version 2 uses full calendar years. Which periods of performance must be used for

pricing?Attachment 7 - Solicitation (Version 2) was updated on 7/23/26 and shows the 12 month base period and following 1 JAN - 31 DEC option years.
7The PWS identifies Exhibit B as Window Square Footage, Exhibit C as the Recurring Cleaning

Schedule, and Exhibit D as CDC Flooring Information. The uploaded files identify Exhibit B as the Recurring Cleaning Schedule and Exhibit C as CDC Flooring Information, and no separate Window Square Footage exhibit was provided. Will the Government correct the exhibit references and provide

the missing Window Square Footage exhibit? The Window Square Footage Exhibit is not missing. It has been consolidated into Exhibit A – Estimated Square Footage. Because all window cleaning will be issued via work order on an as-needed basis, specific window square footage details were removed to streamline contract administration. The Performance Work Statement (PWS) has been updated to remove the outdated exhibit references.
8Thank you very much for answering all of my questions posed below. I'm writing today to advise you that the new SF 1449 included in yesterday's solicitation for the above-referenced project is not fillable using adobe. Please post one that can be filled accordingly.Due to Adobe licensing compatibility differences between government and external networks, all PDFs must be flattened, removing active form fields. You can still manually input text into the designated spaces using edit and add text. You can try try saving a copy of the PDF to your local drive using 'Save As' to restore interactive functionality.
9During the site walk, we observed many floors and other building features in need of corrective action and/or rehabilitation to bring them up to acceptable DoD UFC and AF real property condition standards. Some offerors may choose to include pricing for this necessary retro-active work to then be able to conduct the cleaning as outlined in the PWS.

Given this fact, we recommend that the evaluation criteria review the technical approaches and past performance of all offerors before down-selecting to 3 to go to the next step. Essentially, performing a best value trade-off in step 1, then going to a price and past performance trade-off as the second step.

Our recommendation is in the spirit of Altus AFB being able to hire the company that will do the work necessary to rehabilitate flooring in buildings on the base to provide improved facilities conditions for all personnel. The government is aware of current facility conditions and anticipates a post-award transition grace period of 30 days for the contractor to bring the facilities up to standard. The current evaluation criteria will remain as they represent the best value to the government and align with our current staffing and requirements to meet critical deadlines and expectations. If we do not receive adequate competition, we will extend the due date and amend the evaluation criteria as necessary. Altus AFB will not be rehabilitating flooring, expectations for flooring are equivillant to age and condition of current flooring. There will be a standard post award conference to discuss expectations and address concerns.
10Please provide a list of building numbers and names for each of the Appendix cleaning frequency tables to allow offerors to make more accurate estimates and provide more competitive pricing.Exhibit A provides FAC # (Bldg #) Designation (Bldg Name) and the level of service (cleaning frequency)
11Please provide the days/hours for the day shift and night shift crews and address which crews perform the additional cleaning required for the buildings/spaces in Table 2 – Facilities with Extended Hours of Operation and Special RestrictionsContractor shift hours (days/hours) are determined by the contractor, not the government. However, all scheduling must align with PWS constraints. Standard cleaning must occur after 1500 (3:00 PM) unless Table 2 dictates otherwise or a task requires multiple daily cleanings. The contractor is responsible for assigning the appropriate crew (day or night) to meet the extended hours and special restrictions outlined for the facilities in Table 2.
12The current page count for Volume II of 15 pages is not sufficient to provide offerors the space to provide what is requested as follows: “include a detailed narrative explaining the offeror's approach to meeting all requirements of the PWS, quality control plan to be evaluated prior to award, and a transition plan outlining the contractor's process for a smooth start-up on 1 September 2026” The PWS tasks themselves are more than 15 pages long, nevermind needing to add in a QCP and a Transition-In Plan. Please either select certain critical portions of the PWS that you would like offerors to address and except the QCP and Transition-In from page count if you desire to stay at 15 pages. Otherwise, if all PWS areas must be addressed, please provide at least 30 pages to do so while still excluding the QCP and Transition-In Plan from the page count. In past solicitations 10 pages have been sufficient. Technical volume shall not simply rephrase or restate the Performance Work Statement or contain general statements such as “Standard procedures will be employed.” The current evaluation criteria will remain as they represent the best value to the government and align with our current staffing and requirements to meet critical deadlines and expectations. If we do not receive adequate competition, we will extend the due date and amend the evaluation criteria as necessary.
13The Q&A responses indicate a base period start of 1 January 2027, while Attachments 3 (Instructions) and 4 (Evaluation Factors) reference a 1 September 2026 start. Please confirm the base period of performance is 1 January 2027 - 31 December 2027, with four 12-month option years. (pricing-critical - drives wage-determination effective dates and option-year escalation)This is correct, attachments have been updated. Wage Determination revisions will be incorporated by contract modification.
14Exhibit B and the PWS state overall service levels, but the frequency of full floor care (sweep / mop / vacuum) versus higher-frequency restroom and high-touch service is not fully specified for several levels. Because the Q&A confirms entire areas are not serviced in a single visit, per-task frequency is required to price labor accurately.Level 3 - Exhibit B states "All tasks are completed daily." Please confirm whether "daily" means five days per week (Monday-Friday) or seven days per week, and whether full floor sweep/mop/vacuum is required every service day or on a lesser periodic frequency with daily restroom/high-touch service.Exhibit B serves as a schedule example and is not a reflection of the actual requirements in the Performance Work Statement (PWS); rather, it is a guide on how to structure your proposed schedule. For specific building requirements, Appendix A outlines the required service frequencies, while page 16 of the PWS (Table 2 – Facilities with Extended Hours of Operation and Special Restrictions) details the facilities with special operational hours.
15For Levels 1, 2, and 3, please confirm the required frequency of full floor treatment (sweep, mop, vacuum) as distinct from the stated restroom/water-fountain frequency (e.g., L1 floors weekly vs. restrooms three times per week).Frequencies have been confirmed.
16Level 4 Fitness Center - the PWS states two-times-daily, seven-days-a-week service. Please describe the scope of each of the two daily visits (e.g., full clean vs. police/restroom/trash/spot service), and the frequency of full floor mopping and vacuuming. The tasks are laid out in page 10 at 1.8. FITNESS CENTER SPECIFIC TASKS.
17Level 4 Youth Center - please confirm the required recurring cleaning frequency (days per week) and the hours of access (after-hours only, or during program operations). The tasks are laid out in page 11 at 1.9. YOUTH CENTER PROGRAMS. Frequencies are found in Appendix A.
18Level 4 CDC - please confirm the required frequencies for: (a) post-meal floor cleaning (number of times per day and applicable areas), (b) restroom service (once daily for under-2 rooms vs. twice daily for over-2 rooms), and (c) general facility cleaning.Frequencies have been confirmed, all information found in APPENDIX A.
19Lactation Rooms (CLINs 0004, 0007, 0010, 0017) - Exhibit A lists room locations and square footage, but Exhibit B does not state a cleaning frequency. Please specify the required recurring cleaning frequency for lactation rooms at each level.Lactation rooms are on the same schedule as the regular recurring restroom services for each building as stated in the PWS.
20Deep-Clean Lactation Rooms (CLIN 0020) - please specify the required number of deep cleans per year (per room or overall) and how the deep-clean scope differs from recurring lactation-room cleaning. This is listed in the PWS on page 7 in 1.5.2. DEEP CLEANING.
21Level 5 Category C remote restrooms - CLIN 0018 (Bldg 307, Club Altus) and CLIN 0019 (Bldg 35, Golf Course/Charlies). Please confirm the required cleaning frequency and whether service is tied to each facility's open days (Club Altus Mon-Sat; Charlies Wed-Sat).Buildings will need to be cleaning during business hours. Contractors will not be given keys to access building outside of those hours.
22Seasonal Level 1 (CLIN 0003) - please confirm three-times-per-week restroom service for 1 May - 30 September, and that the pricing basis is a monthly price billed for five (5) months, consistent with the bid-schedule quantity. That is correct. The PWS was updated to add those seasonal restrooms to the Level 1 frequencies table.
23Attachment 8 (WD 2015-5329, Rev. 30) cites a $13.65/hour minimum (Executive Order 13658) and does not reflect an Executive Order 14026 rate. Please confirm which Executive Order minimum wage applies to this action, as it materially affects proposed labor rates.Currently until December 31, 2026 Executive Order 13658 sets a federal contractor minimum wage of $13.65 per hour (as of May 2026), which interacts with Oklahoma federal wage determinations by establishing a absolute wage floor that overrides lower local rates. When a specific Oklahoma county project's Davis-Bacon or Service Contract Act wage determination lists a base rate lower than $13.65, the contractor must pay the higher EO 13658 rate. Looking Ahead to 2027: On or before September 30, 2026, the Department of Labor will publish a new notice in the Federal Register establishing the updated minimum wage rate that will take effect on January 1, 2027; the Government will incorporate updated Wage Determinations or wage increase from executive order into the contract via modification
24Please confirm whether Executive Order 13706 (Paid Sick Leave for Federal Contractors) applies. This determines whether Health & Welfare is $5.09/hour with separately provided paid sick leave, or the standard $5.55/hour rate stated in the wage determination. The applicable Health & Welfare rate is $5.09 per hour. Because this solicitation incorporates FAR 52.222-62 (Paid Sick Leave Under Executive Order 13706), the alternate H&W rate of $5.09/hour is the correct standard. The use of Executive Order 13658 to establish the base minimum hourly wage does not exempt the contractor from the paid sick leave and associated H&W rate requirements of Executive Order 13706.
25Please confirm that future wage-determination revisions will be incorporated by contract modification (consistent with prior Q&A), such that offerors should base pricing on WD 2015-5329, Rev. 30 (effective 5/13/2026).Yes they will be. The Excuctive Order 13658 wage of $13.65 will be used.
26The PWS indicates that Levels 1, 2, and 3 do not receive trash-removal service (only Level 4). Please confirm that no trash or recycling collection is required at Levels 1-3, as this affects both labor and consumable (liner) pricing. For Levels 1, 2, and 3, general trash removal is the responsibility of the building occupants, except for restrooms. The contractor is still required to provide trash removal services for all restrooms on Levels 1, 2, and 3. Additionally, the contractor is not responsible for any recycling collection across any levels; recycling is entirely the responsibility of the building occupants.
27Please confirm that the estimated square footages in Exhibit A and the bid schedule are the basis for recurring-service pricing, and that the as-needed square footages are estimates only, unit-priced, and not evaluated for the initial award.Recurring Services (Evaluated): Confirmed. The estimated square footages in Exhibit A and the recurring services in the bid schedule form the basis of the Total Evaluated Price (TEP) for the contract award.issued.

As-Needed Services (Non-Evaluated): 'As-needed' are 'subject to availability of funds' and are priced as unit-rate estimates only. They are not evaluated for the initial award because there is no fair or reasonable way to project actual mission requirements. However, the Government will evaluate proposed pricing for these services to ensure price reasonableness and to ensure the absence of unbalanced pricing

28Please confirm the restroom fixture counts in Exhibit A (sinks, toilets, urinals, showers) are current and complete, as they form the basis for the as-needed descaling CLINs priced per fixture.Confirmed. The restroom fixture counts provided in Exhibit A represent the Government’s best estimates.
29The PWS notes the CDC square footage will increase once construction is complete. Please confirm whether offerors should price the current square footage or an anticipated post-construction figure, and provide the revised square footage if the latter.CDC square footage remains the same, construction is complete. This has been updated in the PWS.
30Beyond the CDC minimum of eight (8) background-checked personnel and the cap of ten (10) CAC holders, does the Government require any minimum on-site staffing level or supervisory coverage during service hours? No, the contractor is responsible for assigning the appropriate crew to include supervision. The lack of

personnel with access DOES NOT relieve the contractor from performing the custodial services

31Given CAC issuance may take approximately two months, please confirm the length of the phase-in/transition period, whether it is separately compensated, and the earliest date contractor personnel may begin base-access processing after award.CAC delays will not delay the contract start date. If the contractor is making a timely, documented effort to process CACs, the Government will work to accommodate access through alternative means (such as visitor passes or escorted access) on a case-by-case basis. Base-access processing may begin immediately following the post-award conference.
32Please confirm the Government-furnished items referenced in the PWS - all trash containers, janitorial closets, and storage space in Building 369 - will be provided at no cost to the contractor for the full period of performance.Confirmed.
33Please confirm the current incumbent contractor and the current (predecessor) contract number for these custodial services. Offerors understand the Information Sheet identifies A&W Building Maintenance, Inc. under contract FA441921D0003; please confirm this remains accurate for the current period. That is still accurate.
34Please provide the total anticipated value of this acquisition, including the base year and all four option years (or the Government's estimated annual value / not-to-exceed), to support offerors' market research and pricing. The anticipated contract value and internal budgetary estimates are procurement-sensitive information and will not be released. For historical pricing and current contract values, offerors should consult the Information Sheet provided within the solicitation documents.
35Transition/start-up date conflict: Instructions and Attachment 4 require full start-up by 1 Sep 2026; Bid Schedule/SF 1449 Base Period begins 1 Jan 2027. Can the government confirm the required transition/start-up date and whether a pre-performance transition period is intended?Attachment 3 and 4 has been updated to reflect 1 Jan 2027.
36PWS, section 1.1.1 states "The Contractor’s on-site manager shall submit a preliminary cleaning schedule to the Contracting Officer Representative (COR) within 10 business days of contract award using Exhibit C." However, Exhibit C is the New CDC Floor Cleaning Guidelines. Can the government confirm the correct attachment? Also, would like to confirm that the Recurring Cleaning Schedule will be required after award.Cleaning schedule is Exhibit B and yes it is still required. This has been corrected in the PWS.
37Can the Government confirm if there will be an established transition period (e.g., a 30-day phase-in)?No, there is no formal or separately compensated phase-in transition period. The contract start date is January 1, 2027. Necessary administrative and onboarding preparations should begin immediately following the post-award conference. The contractor is expected to commence full performance on the contract start date.
38Reference Attachment 7, incorporation of FAR 52.222-41 and the FAR 52.222-42 Statement of Equivalent Rates: the solicitation does not identify the applicable DOL Wage Determination number and revision date. Please confirm the WD incorporated into this solicitation for Jackson County, Oklahoma, and confirm whether option-year pricing will be adjusted under FAR 52.222-43 upon revision of the WD.Currently until December 31, 2026 Executive Order 13658 sets a federal contractor minimum wage of $13.65 per hour (as of May 2026), which interacts with Oklahoma federal wage determinations by establishing a absolute wage floor that overrides lower local rates.
39Reference PWS paragraph 1.12, Attachment 3 (Volume I – Price submission instructions), and Attachment 5 (Information Sheet): as-needed services are not guaranteed but must be priced on all periods of Attachment 2 – Custodial Bid Schedule. Can the Government provide historical quantities or annual spend for as-needed/periodic services performed under the incumbent contract FA441921D0003? Additionally, please confirm what estimated quantities, if any, the Government will use to evaluate as-needed CLIN pricing in the Total Evaluated Price.Historical utilization data for as-needed services is not available for release.

Regarding evaluation: As-needed CLINs are excluded from the Total Evaluated Price (TEP) for award purposes. However, the Government will evaluate proposed pricing for these services to ensure price reasonableness and to ensure the absence of unbalanced pricing

40Reference PWS paragraphs 4.2.2 and 1.16 – Table 2: several facilities are identified as 24-hour operations. Please confirm whether any night custodial services at Altus AFB are performed by a separate contractor or in-house Government staff, and whether any facilities covered under this PWS receive custodial services outside the scope of this contract.No. There are no separate contractors or in-house Government staff performing custodial services at the facilities. The awardee of this contract will be solely responsible for providing all custodial services outlined in the PWS for these locations. No facilities covered under this PWS receive custodial services outside the scope of this contract.
411.8.2. STOCK RESTROOM SUPPLIES. a. This section Indicates "The contractor shall ensure restrooms are stocked sufficiently so any provided supplies including toilet tissue, paper towels, and hand soap do not run out" a.It also indicates "Supplies shall be stored in designated areas in the building or at contractors on the base building. If supplies run out prior to the next service date, the contractor shall refill within two hours of notification" b.Question: Please clarify is this is a requirement when the contractor is onsite working ad not when the contractor is offsite not on a cleaning schedule and/or late nights when no contractor staff are on site? The contractor is only required to restock depleted restroom supplies (toilet paper, paper towels, and soap) within two (2) hours of notification during standard operational hours, defined as 7:30 a.m. to 4:30 p.m. The contractor is not required to respond to restocking notifications outside of these hours or during late-night periods when staff are not scheduled to be on-site.
421.10.4. Frequencies for Children Rooms. This section indicates "Custodial staff shall be required to be available for cleaning eating areas two to three times a day, Monday through Friday. Cleaning will be done after breakfast, lunch, and afternoon snacks. a.Question: " Please clarify how many staff are expected to be on site in this building, what hours the contractor staff are required to be on site, and the hours of breakfast, lunch and snacks for this building? In accordance with the non-personal services nature of this contract, the contractor retains full responsibility for establishing and managing employee work schedules. The contractor must ensure its staffing plan is sufficient to meet all requirements of the PWS. For the requirement to clean eating areas, the relevant meal times are as follows: Breakfast (0830-0900), Lunch (1130-1200), and Snack (1430-1500).
431.10.7. Cleaning Products Approval. This section indicates "The contractor shall provide a list of all cleaning products to be used in CDCs and Youth Activity Centers to the COR." a.Question: When is this listed required to be produced, with the response or following contract award? This will be required along with the Cleaning schedule 10 days post award. This has been added to the PWS.
441.12. Periodic Cleaning Services. This section indicates "Any refusal by the facility manager to agree to a date and time for these services will result in the service being cancelled by the next scheduled visit. ALL “as needed services” are NOT guaranteed. a.Question: Please explain what this means. Does it mean contractor will not be paid for the next day of service for all the site employees in a certain building, or overall?

b.Question: What if the Contractor would be violating some other requirement due to this ask from the facility manager?

c.Question: Please confirm these requests would be asked of the contract supervisor and/or contractors POC since this is a non-personnel service contract?

d.Question: Please explain what options the contractor would have to negotiate with the Facility Manager in ensuring what is being asked is aligned with the contractor's policies and best practices of the janitorial industry cleaning standards? a. The referenced section regarding service cancellation is in regard to there being an event or a reason for the GOV that the service can't be completed at the disignated time. Work orders are issued for the month and should indicate what days the area is unavailable, the contractor has the entire month to perform as needed services.

b.In the event that a work order or any other government directive appears to be in violation of the established terms, conditions, or requirements of the contract, the contractor is obligated to suspend action on that directive and promptly consult with the Contracting Officer (CO) and Contracting Officer's Representative (COR) for guidance. Official guidance WILL NOT come from facility managers.

c.All official requests, tasking, and communication from the government will be directed to the prime contractor. The government will not issue direction to subcontractors.

d. All required work will be within the scope defined in the Performance Work Statement (PWS). Should the contractor believe a request falls outside this scope, the matter must be brought to the immediate attention of the Contracting Officer for resolution.

45 1.13.1 - This section indicates "Lack of personnel with access DOES NOT relieve the contractor from performing the custodial services at these facilities and will result in a deficiency write-up for every service missed at these facilities." a.Question: Please provide the information on how long the clearances take?

b.Please explain how contractor can start services if clearance paperwork is started at contract award but are still not completed and ready for staff to begin on contract start date?

c.Would the government consider providing a timeframe for these circumstances as it would be out of the contractor's hands for how long background clearances being performed by the government would take?

d.Question: Can it be considered to defer this specific deficiency process following 90 days following after the contract start date and dependent on the length of the process?

e.Question: Please confirm if the contractor is authorized to process several and an abundance of clearances though this office so that the required number of personnel can be on staff and an abundance of backups can also go through the clearance process? a. Local background checks for general base access are typically completed within 24 to 48 hours. The processing timeline for a Common Access Card (CAC) varies, and a definitive schedule cannot be projected.

b. Provided the contractor has submitted all required security packages in a timely manner, the Government will facilitate temporary base-access credentials (such as visitor passes) or arrange for escorted access on an as-needed basis to ensure uninterrupted service delivery.

c. Security clearance and base-access packets should be initiated immediately following the post-award conference.

d. The Government anticipates that the timeline between the post-award conference and the contract start date is sufficient to complete all standard security vetting. It is the contractor's responsibility to submit all security packages promptly. However, alternative access options may be discussed and evaluated on a case-by-case basis.

e. The Government will authorize up to ten (10) personnel for CAC processing at any given time. If an authorized employee leaves or if their background check is returned as unfavorable, the contractor may immediately initiate the process for a replacement employee. Please note that there is no limit on the number of personnel who can obtain general base access, which is sufficient to access all facilities that do not explicitly require a CAC access.

461.13.2 - This section indicates the contractor staff are required to complete specific trainings to work at CDC that are listed and some that may not be listed." a.Question: Please clarify all specific trainings that will be required of the contractor and the timeframe the contractor staff have to complete these trainings. The quoted text could not be found in the PWS. Any requirements not currently specified in the PWS will be incorporated through a formal contract modification, which will include a defined timeline for implementation.
471.11.3 - Required Immunizations: a.Question: Please clarify is all sets of these immunizations need to be completed before the contractors staff begin working for CDC or if they can be "in process." Specifically if immunizations require two doses that are 3-6 months of time required between the doses.Personnel whose immunizations are "in progress" are permitted to commence work on-site if multiple doses are required and the first one has been received and documented.

The contractor shall initiate the immunization verification process immediately following the post-award conference. Personnel who are currently on a "catch-up" schedule for multi-dose vaccines may perform services, provided they adhere to the established medical dosage intervals. Upon reporting for duty, such personnel must present medical documentation of the initial dose and the scheduled date for the subsequent dose(s).

481.16 - Facilities with extended Hours a. Question: Building 52 has no hours, please specify when contractor staff are required to be present? b. Question: Please specify if the contractor is required to staff the building that indicate 24 hours of operation for the entire 24 hours for those days listed? Please specific the same for the other hours listed, are contractor staff required to be onsite servicing for the hours of operations or restrictions? The contractor is responsible for determining its own staffing levels and shift schedules to ensure all cleaning requirements specified in the Performance Work Statement (PWS) are met within the prescribed frequencies and time constraints. While dedicated staffing for high-demand facilities like the CDC may be prudent, the method is at the contractor's discretion. Building 52 operates from 0730 to 1630. It was included in the table of facilities with extended hours and special restrictions due to its high volume of customer traffic, which may inform the contractor's cleaning schedule and approach.
49Table 3 – Service Summary - Question: From this section, please explain a valid customer compliant? Is there a process for the contractor to prove the complaint was not valid if there is physical photo or video proof? For example: If you look at Appendix A it states that for the CDC classrooms will be cleaned after breakfast, lunch, and snack. If the CDC staff checks after meals times and the proper cleaning requirements are not met a photo and description of the complaint will go to the COR and CO. We will then forward the contractor the information and ask that it be addressed to prevent future complaints. Contractors will respond with action plan/justifications. A customer complaint is only deemed valid when there is a documented failure to meet Performance Work Statement (PWS) standards, which is evaluated based on the frequency of issues, improper staff behavior or conduct in response to issue, and timeliness of on the spot corrections.
504.1.1 - This section indicates the Contract manager must be available to meet at the installation within normal duty hours. Question: Please explain what are the normal duty hours?7:30 am to 4:30 pm M-F to exclude holidays and wing down days.
51Would the Government please confirm whether Attachment 2 – Custodial Bid Schedule will be submitted as a standalone Excel file, separate from Volume I?Price submission must contain a completed SF 1449 and Attachment 2 – Custodial Bid Schedule to be considered for this requirement.
