About this file
This is a Memorandum for Record issued by the 97th Contracting Squadron at Altus Air Force Base, effective July 7, 2026, that mandates the discontinuation of all Anthropic PBC products and services across Department of War (DoW) systems and networks. The directive applies to all current and future contracts with the 97th Contracting Squadron and is based on a DoW Chief Information Officer memorandum dated April 2, 2026, which identified critical security risks within the Information and Communications Technology supply chain. The ban encompasses Anthropic PBC, its subordinates, and all affiliates and extends to Defense Industrial Base partner systems as well.
Contractors must immediately initiate the phase-out of all covered products and services from systems operating on DoW networks, including both NIPR and SIPR networks, as well as all contractor-owned and government-furnished end-user devices such as desktops, laptops, and mobile devices. Full compliance is required by September 29, 2026 (180 days from the CIO memorandum date), with phase-out to occur as soon as practical or through established refresh cycles. Contractors must submit a formal written compliance statement to their respective Contracting Officer by the September 29, 2026 deadline. The DoW CIO is the sole authority for granting temporary exemptions in rare and extraordinary circumstances involving mission-critical activities with no viable alternatives, though contractors should not assume exemptions will be granted. Questions should be directed to the assigned Contracting Officer within the 97th Contracting Squadron.

MEMORANDUM FOR RECORD
FROM: 97 CONS/PK
SUBJECT: MANDATORY: Discontinuation of Use of Anthropic PBC Products and Services
1. In accordance with the Department of War (DoW) Chief Information Officer (CIO) memorandum dated April 2, 2026, the use of all products and services from Anthropic, PBC, its subordinates, and affiliates (hereafter "Covered Company") is strictly prohibited on all DoW systems and networks. This directive applies to all current and future contracts with the 97th
Contracting Squadron.
2. The DoW has identified critical security risks tied to the Information and Communications
Technology (ICT) supply chain. To mitigate these risks, the CIO has mandated the removal of all
Covered Company products from the DoW enterprise, including systems operated by Defense
Industrial Base (DIB) partners. Contractors must immediately initiate the phase-out of all
Covered Company products and services from all systems operating on DoW networks (including NIPR and SIPR), to include all contractor owned and government-furnished end-user devices such as desktops, laptops, and mobile devices as soon as practical, or through leveraging established refresh cycles. Full compliance must be achieved no later than 29 September 2026
(180 days from the date of the CIO memorandum dated 2 April 2026).
3. Contractors must provide a formal written statement to their respective Contracting Officer confirming their full compliance with this directive by the 29 September 2026 deadline. The
DoW CIO is the sole authority for granting temporary exemptions in rare and extraordinary circumstances involving mission-critical activities where no viable alternative exists. Contractors should not assume an exemption will be granted.
