About this opportunity
The United States Department of Agriculture Forest Service is seeking qualified contractors to remove and replace cedar shingle roof systems on two historic cabins within the Custer Gallatin National Forest in Montana: Battle Ridge Cabin and Ibex Cabin. This solicitation (1240LU26Q0034) requires contractors to demolish existing cedar shingle roofs, install ice and water barrier underlayment, furnish and install new Western Red Cedar Number One Grade shingles certified by the Cedar Shake and Shingle Bureau, and install permanent fall protection roof anchors in compliance with the Secretary of Interior's Standards for Rehabilitation of Historic Buildings. Contractors will be evaluated based on relevant experience and past performance with similar projects, as well as pricing, with award going to the quoter representing the best value to the Government. Questions must be submitted by February 27, 2026, at 12:00 PM Mountain Time, and quotes are due by March 6, 2026, at 12:00 PM Mountain Time. The solicitation is issued as a Request for Quotation (RFQ) under FAR Part 12 for commercial items, and this announcement constitutes the only solicitation with no separate written solicitation to follow.
This is a 100% small business set-aside under NAICS 238160 (Roofing Contractors) with a $19.0 million size standard, and there are no identified incumbent contractors. The estimated contract value ranges from $25,000 to $100,000, with anticipated award as a firm fixed-price contract. Work must begin in Summer 2026 and be completed within 90 calendar days from Notice to Proceed, with all work finished by September 30, 2026, allowing only 14 calendar days per site. Battle Ridge Cabin requires approximately 10 squares of roofing (approximately 588 square feet building footprint) and Ibex Cabin requires approximately 8 squares (approximately 500 square feet building footprint); actual measurements must be field-verified by the contractor prior to material ordering. Performance and payment bonds equal to 100% of the contract value are required if the contract exceeds $150,000, or payment protections are required for contracts between $35,000 and $150,000; a 20% bid guarantee is required if the quote exceeds $150,000. The work is located on the Bozeman Ranger District north of Bozeman, Montana and the Yellowstone Ranger District east of Wilsall, Montana, with the project funded through the Great American Outdoors Act (GAOA).
