Question: Section E.2.5.2 says "The Offeror's Technology Solution will be organized in Volume II as follows:" Under Tab 1 it states, "Offeror's response for Factor 2 shall address the following, while also complying with the corresponding page limits provided" followed by nine areas that must be addressed. Is it acceptable to re-order the nine areas such that the narrative presents a more logical flow to the reader?
Response: For Volume II, Tab 1, TSA would prefer that the nine areas are addressed in the order indicated.
Question: Regarding the change in Amedment A0002 to Part C, Section 12.0 - Data Rights, "The contractor shall prepare Deliverable E012, Archival CAT Software Package, which contains the executable/source code for software for all functions outside of the ID Validation/Authentication process if requested." Please clarify what functions outside of the ID validation/authentication process the government intends to possibly request. Does the government intend to possibly request the source code for the CAT application?
Response: If requested, deliverable E012 would need to include all CAT software that is contractually required.

The Department of Homeland Security (DHS), Transportation Security Administration (TSA), intends to procure Credential Authentication Technology (CAT). The CAT system will ensure that only legitimate passengers, airport personnel, affiliated airline crews, non-traveling passengers using a gate pass (Law Enforcement Officers (LEOs) and Federal Air Marshals (FAMs)) gain access to sterile airport areas. The CAT system must have the capability to assess a wide variety of credentials and display the authentication results to the TSO. CAT systems will be delivered to sites throughout the United States and its territories.
Portions of this RFP contain Sensitive Security Information (SSI). All Contractors interested in responding to the CAT solicitation must go through a vetting process and be approved to have access to SSI. Contractors who have been successfully vetted under the presolicitation notice may request SSI documents through their Senior Corporate Official.
Contractors that have not been vetted under the presolicitation notice and are interested in responding to the CAT solicitation should review the SSI Clearance Information within the attached RFP document and respond as appropriate. Please note that the clearance process can take several weeks.
