About this opportunity
The Department of the Air Force Air Combat Command seeks Air Traffic Control Enhanced Terminal Voice System (ETVS) analog-to-fiber communications conversion equipment (crash phone fiber optic converters) with quotes due September 18, 2026. The procurement is set aside for total small business under NAICS 334419, with a 750-employee size standard.
Place of performance is 210 Sweeney Blvd, Hampton, Virginia 23665 (Joint Base Langley-Eustis). Delivery is required on or before December 30, 2026 to 1st Operations Support Squadron, 460 Poplar Road, Hampton, VA 23665.
The system must support emergency crash phone functionality enabling Air Traffic Control to simultaneously notify all five first-responder facilities—Fire Department, Fire Department alternate, Base Operations, Emergency Room, and Flight Surgeon—reducing notification time and accelerating emergency response. The requirement specifies TC Communications brand fiber optic modems by part number (TCRM191U-01-00-PP, TC1901U-L1ST-2-12, TC1901T-L1ST-2-12, TC3PS-TB-25-01). The equipment must operate at a minimum capacity of five simultaneous analog phone endpoints using single-mode fiber at 1300 nm wavelength with run distances under 2 miles. The system requires AC 115V input power and operates in a 60–80 degrees Fahrenheit climate-controlled environment. Competition is limited to authorized TC Communications resellers; alternative brands and "brand-name or equal" substitutions will not be considered.
Award will be made on a Lowest Price Technically Acceptable basis with an anticipated award date of September 30, 2026. Quoters must hold prices firm for 60 calendar days from the receipt deadline. The 1 OSS/RAWS and 633d Communications Squadron will handle installation, configuration, and connection; the government will provide all inter-building fiber cables and patching. Questions and Answers were posted September 11, 2026. A revised Statement of Requirement may be posted; the RFQ has been extended from September 15 to September 18, 2026 accordingly.

633 CONS has a requirement for crash phone fiber optic converters.
The contractor shall provide an Air Traffic Control (ATC) Enhanced Terminal Voice System (ETVS) analog-to-fiber communications conversion system. The system must support the emergency crash phone function by enabling ATC to simultaneously notify all five first-responder facilities, thereby reducing notification time, accelerating emergency response, and supporting flight safety.
This capability eliminates the need for ATC personnel to contact each first-responder facility individually during an emergency. TC Communications will provide the required fiber-optic converters. The 1 OSS/RAWS and 633 CS will install, configure, and connect all associated equipment.
Please reference the attached RFQ, SOR, and MFR for more information.
Any qestions can be emailed to Kelly Voigts at kelly.voigts.3@us.af.mil. All quotes are due by September 15, 2026 at 5:00 PM EST.
