About this file
This is a Questions and Answers document for federal contract FA480026Q0119 addressing Crash Phone Fiber Optic Converters. The procurement is an equipment-only purchase, with installation, configuration, and connection to be handled by 1OSS/RAWS and the 633 CS. The government will provide all inter-building fiber cables and patching requirements.
The required equipment consists of TC Communications fiber optic modems specified by part numbers: TCRM191U-01-00-PP, TC1901U-L1ST-2-12, TC1901T-L1ST-2-12, and TC3PS-TB-25-01. The system requires AC 115V input power (with included power supplies providing 12V DC), operates in a 60-80 degrees Fahrenheit range within climate-controlled buildings, and utilizes single-mode fiber at 1300 nm wavelength with run distances under 2 miles. The configuration includes a rack-mounted central unit at the Air Traffic Control tower with 10 FXO cards and standalone equipment with FXS ports at each of five first responder locations: Fire Department, Fire Department alternate, Base Operations, Emergency Room, and Flight Surgeon. One TC Communications modem pair is required at each location. The existing Air Traffic Control Enhanced Terminal Voice System (ETVS) already provides simultaneous calling and conferencing capability for all five responder locations; the TC Communications equipment will transition these analog circuits to fiber transmission without adding new conferencing functionality. An open equipment rack has been identified at the ATC tower; end-point equipment will be housed in communications rooms at each building. No training, spares, or extended warranties have been requested.

Questions and Answers
Crash Phone Fiber Optic Converters
FA480026Q0119
1. Power requirements: AC input voltage 115V – Standard US wall outlets are available at each location. Power supplies included in this purchase provide the 12V DC voltage to run the equipment.
2. Operating temperature range: 60-80 degrees F will be their typical operating range within climate-controlled buildings
3. Fiber type: Single-mode
4. Fiber distance / optical loss: Run distances of <2 miles
5. Wavelength: 1300 nm
6. Mounting format: Rack mounted at ATC tower, standalone at end points.
7. Telephony interfaces: Combination of both FXS and FXO. At the ATC tower, a rack mounted box with 10 cards using the FXO port, and standalone equipment at each of the up to 10 end points using FXS ports.
8. Existing TC Communications part numbers: No existing TC Communications equipment is in place; however we are asking to purchase the following part numbers;
• TCRM191U-01-00-PP
• TC1901U-L1ST-2-12
• TC1901T-L1ST-2-12
• TC3PS-TB-25-01
9. Is it required that we provide a system to allow the Air Traffic Controller to initiate a voice conference with all five first responders simultaneously? Like a Forum Communications ConsortAlert system?
This system is just a modification to the already in place primary crash phone system. The system must call all 5 emergency responders simultaneously.
10. It is noted that in the Statement of Requirement document paragraph 1.3.
And SAM.Gov Description 2nd paragraph last sentence states "The.7.OSS―RAWS.
and.❷99.CS.will.install?.configure?.and.connect.all.associated.equipment¡ƒ But the SOR further states requirements of Contractor personnel and training being on-site? Is this an Equipment Only Purchase or will it be a full Contractor Engineer, Furnish, Install, and Test (EFI&T)?
This is an equipment only purchase. 1OSS/RAWS and the 633 CS are handling the install portion.
It is clear that the customer wants fiber modems from the control tower to the 5 first-responder mission partners.
11. Can we know whom the 5 are? I assume Airfield Management, Fire Department, Emergency Room, Flight Surgeon, and Command Post?
Fire Department, Fire department alternate, Base Operations, Emergency Room, Flight Surgeon
12. We would need a TC Comm modem pair for each of the five emergency responder buildings?
Yes, a TC Comm pair is needed at each location
13. The USAF will provide all inter-building fiber cables and require fiber patching?
Yes, the USAF, specifically 633 CS will provide all inter building fiber connections and patching.
14. Is there adequate cabinet or equipment rack space, AC 120V power, and UPS at the Control Tower and the five First Responder locations to house our EFI&T equipment/just the equipment (that is if the 1 RAWS installs all equipment)? If not, my company is capable of providing racks, rack power, and UPSes.
An open equipment rack has already been identified at the ATC tower to house the central equipment. The equipment at each end point will be stand alone and be housed in the communications rooms at each building
15. We will provide onsite training or factory based - whichever is preferred.
No training should be required. System will continue to function the same for the users.
16. Do you need Forum and TC Comm recommended spares packages? Extended warranty coverage?
No additional spares or extended warranties have been requested.
17. In the SOR paragraph 1.2. Is for the TC Comm modems to replace the degrading Copper Cable interfaces with fiber optics. So just the TC Comm modems for this requirement.
Yes, just the TC Comm equipment is required. There are already existing fiber lines in place that we will be utilizing.
18. In the SOR paragraph 1.3. And last bullet of 3.1 states the Air.Traffic.Control.
(ATC).Enhanced.Terminal.Voice.System.(ETVS).analog‗to.fiber.communication.
conversion.system. "must be able to support and connect a minimum capacity of five (5) simultaneous analog phone endpoints." So, does the customer require a separate Control Tower based system that will call all the 5 first responders with the Control Tower initiating the call? Or will the ETVS still provide this conference function, and the TC modems will connect to the ETVS?
The ETVS already provides the capability of conferencing all 5 locations and continues to provide this function after the TC Comm equipment install.
19. Can you confirm whether the existing ATC ETVS/crash-phone system already performs the simultaneous calling of all five responder locations, with the fiber equipment only extending those analog circuits over fiber?
Yes, the ETVS already provides this capability. The TC Comm equipment will just move this to fiber.
