About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Wright-Patterson Air Force Base is soliciting proposals for Cranes and Hoists Maintenance and Repair services under Solicitation FA860126R0002. The contract will cover preventive maintenance inspections, load testing, magnetic particle inspections, and emergency and routine repair services for 60 cranes and hoists and 11 auto lifts in accordance with ANSI B30 series standards, ASME B30.11-2004, and Air Force Instruction 91-203. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis to the responsible offeror submitting the lowest total evaluated price with an "Acceptable" rating on the Technical Capability evaluation factor. Technical proposals will be evaluated on three subfactors: Quality Control Plan, Inspection Reports and Written Repair Estimates, and Prior Experience (demonstrating three recent relevant contracts with maintenance and inspection experience on at least 50 cranes). Price proposals will be evaluated for completeness, unbalanced pricing, fair and reasonableness, and total evaluated price across a base year and four option years. The solicitation closing date is April 2, 2026, at 1:00 PM EDT, and the deadline for submitting written questions was March 26, 2026.

This is a 100% Small Business Set-Aside contract with a NAICS size standard of $12,500,000, and no incumbent contractor currently holds the contract. The contract is structured as a firm fixed-price, indefinite-quantity contract covering a five-year performance period from May 1, 2026, through April 30, 2031, with annual renewal options. Service line items include inspections of cranes and hoists at 60 units per year and inspections of auto lifts at 11 units per year, plus an "Over and Above" Not-to-Exceed budget of $70,000 per contract period for repairs and services discovered during inspections that fall outside routine maintenance scope. All services must be performed at Wright-Patterson Air Force Base in Ohio, with work performed primarily during normal duty hours (0715-1600 hours) but with 24/7 emergency response capability required within two hours of notification. Contractor personnel must obtain AFMC Form 496 base passes, present REAL-ID compliant credentials, and those accessing controlled areas must obtain favorable Tier 1 security clearance; proposals must be submitted electronically via email to matthew.bigelow.1@us.af.mil in a single email not exceeding 15 megabytes, with the subject line "Synopsitation FA860126R0002."
