About this file

This is a Questions and Answers document for federal contract FA860126R0002 regarding crane and hoist inspection and maintenance services. The document does not address specific products or services in detail, but rather provides clarification on procurement requirements and procedures for potential offerors.

Key procedural details include: the questions deadline is 26 March 2026 at 11:00 AM EDT; no formal site visit has been scheduled; and there is no incumbent contractor. The requirement involves maintenance and inspection of 60 cranes/hoists and 11 auto lifts, with complete equipment inventory provided in PWS Appendix A, though some data fields are blank due to equipment age or lack of historical data. This is a 100% Small Business Set-Aside, requiring the prime contractor to perform at least 50 percent of personnel costs with its own employees per FAR 52.219-14. Past performance evaluation requires proof of three recent relevant contracts with experience on at least 50 cranes; both commercial and government experience are acceptable. The "Over and Above" Contract Line Items are structured on a Firm-Fixed-Price, Not-to-Exceed basis of $70,000 total, priced at $1.00 per CLIN, for repairs outside routine preventive maintenance scope. Personnel must obtain AFMC Form 496 base passes, present REAL-ID compliant credentials, and those accessing controlled areas must obtain favorable Tier 1 security clearance and receive government escort pending clearance completion. All contractor personnel must comply with OSHA and Air Force Occupational Safety and Health standards, including development of a site-specific Safety and Health Plan. The Government does not possess technical drawings but will provide historical inspection forms, quotes, and repair records upon award.

Submitted Questions: FA860126R0002

1. Is a site visit scheduled or allowed for this requirement? If so, please provide the date, time, and RSVP procedures.

At this time, a formal site visit has not been scheduled for this requirement.

2. Is there a questions deadline for submitting clarification requests related to the solicitation?

The deadline for submitting questions is 26 March 2026 11:00am EDT.

3. Can the government provide the complete equipment inventory list referenced in the PWS (Appendix A), including the number, type, capacity, and building location of all cranes, hoists, and auto lifts?

The complete list of Government equipment for this requirement is provided in Appendix A of the Performance Work Statement (PWS). The Government has provided all available information on the 60 cranes/hoists and 11 auto lifts. As you may note, some data fields for certain pieces of equipment are blank; this is due to the age of the equipment or a lack of historical data. Offerors are to base their proposals on the information as provided in Appendix A.

4. Are there any security clearance requirements or base access requirements for contractor personnel performing inspections and repairs?

Yes. Contractor personnel must comply with all base access and security requirements.

Per PWS paragraph 5.6.4, all personnel must obtain a base pass by completing an AFMC Form 496, and they must present a REAL-ID compliant credential for base access.

Furthermore, as detailed in PWS paragraph 5.7.1, contractor employees requiring access to controlled areas must possess or obtain a favorable Tier 1 (T1) security investigation, which will be initiated by the Government. Pending the completion and favorable adjudication of the T1, these employees shall be escorted by government personnel while in controlled areas.

5. Are there any incumbent contractors currently performing these services? If so, could you provide the contract number and contractor name?

There is no incumbent contractor for these services.

6. For the “Over and Above” CLIN, should pricing be structured using labor rates, material markup, or a not-to-exceed structure?

The "Over and Above" Contract Line Item Numbers (CLINs) are established on a Firm- Fixed-Price, Not-to-Exceed (NTE) basis for each ordering period. They are intended to fund necessary repairs that are outside the scope of routine preventive maintenance. As detailed in PWS paragraph 1.3.4, when such work is identified, the contractor shall provide an itemized cost estimate including a breakdown of labor hours and all required parts and equipment. This work will only be performed upon the issuance of a formal Task Order by the Contracting Officer. The CLIN value in the solicitation represents the total funding ceiling for this work, not a direct pricing input for the offeror. The pricing for this CLIN will be $1.00 for a CLIN total of $70,000.00.

7. Are past performance references required to be government contracts only, or will commercial crane inspection and maintenance experience also be acceptable?

Per "Attachment 1, Subfactor 3: Prior Experience," the Government will evaluate an offeror’s ability to provide "proof of 3 recent relevant contracts and specific experience with maintenance and inspection of at least 50 cranes." The solicitation does not restrict this experience to government contracts only. Therefore, both relevant commercial and government past performance will be considered in the evaluation.

8. Can subcontractors be utilized for specialized inspection or repair services under this contract?

Yes, subcontractors may be utilized. However, please be advised that this procurement is a 100% Small Business Set-Aside. The prime contractor must adhere to the requirements of FAR clause 52.219-14, "Limitations on Subcontracting," which stipulates that for a service contract, the prime contractor must perform at least 50 percent of the cost of the contract incurred for personnel with its own employees.

9. Will the government provide access to technical drawings, maintenance logs, or historical inspection reports for the crane and hoist systems?

The Government does not possess technical drawings for the equipment. While the Government has annual inspection forms, quotes, and repair records from previous contracts, this information will not be provided prior to award to protect the potentially proprietary information of past contractors who may be submitting a proposal. Upon award, the successful offeror will be provided with available historical data. Per PWS paragraph 1.3, the contractor will then be responsible for creating and maintaining complete records of all inspections, repairs, and service calls moving forward.

10. Are there any badging, escort requirements, or safety certifications required before personnel may access the work sites?

Yes, there are specific requirements for badging, escorts, and safety.

• Badging & Access: As stated in PWS 5.6.4, all personnel require a base identification pass and must present a REAL-ID compliant credential.

• Escort Requirements: Per PWS 5.7.1, personnel requiring access to controlled areas will be escorted by a government employee until a favorable Tier 1 (T1) security investigation is completed.

• Safety: The contractor must comply with all applicable OSHA and Air Force Occupational Safety and Health (AFOSH) standards, as detailed in PWS Section 7.

This includes developing a site-specific Safety and Health Plan and adhering to all safety protocols, such as obtaining hot work permits when necessary.
