About this opportunity
The Department of the Air Force Air Mobility Command seeks crane, hoists, and lifts maintenance and repair services at Joint Base Charleston, with proposals due August 27 and questions due August 17. This is a 100% small business set-aside with a size standard of $12.5 million, issued as an RFQ under solicitation FA441826Q0076.
Place of performance is Joint Base Charleston, North Charleston, South Carolina, encompassing two geographically separated locations approximately 12 miles apart: the Air Base and the Weapons Station. The contractor must maintain 127 pieces of equipment (bridge cranes, monorails, dock levelers, jibs, and manlift service platforms with capacities from 250 pounds to 70,000 pounds) distributed across approximately 40 buildings and work areas, following U.S. Navy NAVFAC P307, U.S. Air Force DAFMAN 91-203, OSHA Standard 1910.179, and ASME B30 Safety Standards.
Key performance requirements include preventive maintenance inspections and annual load tests within 9–12 months with 95% on-time performance; routine service calls with one business day/24-hour response and 100% repair completion; emergency calls with four-hour response 24/7; inspection reports within 21 calendar days; repair estimates within one work week (minimum two quotes for components); and annual participation in Naval Nuclear Power Training Unit Navy Crane Center audits when requested. Contractor personnel assigned to Navy equipment must hold NAVFAC P307 certifications across eight mandatory training courses (General Crane Safety, Category-3 Non-Cab Operated Crane Safety, Crane Electrician, Electrical Crane Inspector, Crane Mechanic, Mechanical Crane Inspector, Rigging Gear Inspection, and Load Test Director). All personnel must obtain Defense Biometric Identification System badges and comply with base security procedures, traffic regulations, and Health and Safety Plans per USACE EM-385-1-1.
The period of performance runs from October 1, 2026 through September 30, 2027 (base period) with four optional one-year periods through September 30, 2031. Government estimates approximately $200,000 total evaluated pricing across the base period and four option periods, with approximately $56,000 annually historically spent on repair services. Service Contract Labor Standards apply, with Electrician and Maintenance and Machinery Maintenance Mechanic positions at $43.13 per hour including fringe benefits per Wage Determination 2015-4427. Evaluation weighs price and past performance, with award to the responsible offeror providing the most advantageous offer. The contractor must submit a completed pricing sheet, three past performance references from projects within three years, and acknowledgment of all amendments by 2:00 p.m. EST on August 27.
