If the lowest-priced offeror receives a Substantial Confidence rating, award is made without further evaluation; otherwise, the government continues evaluating successively higher-priced offers until an offeror achieves a Substantial rating or all offers are evaluated, with the contracting officer conducting an integrated best-value analysis if a higher-priced offeror receives Substantial Confidence.

Only references for same or similar type of contracts are desired. Provide a maximum of three (3) references of “Recent" and "Relevant" projects. "Recent" is defined as projects performed within the past three (3) years from date of solicitation issuance. "Relevant" is defined as performance effort involving similar scope and magnitude of effort and complexities this solicitation requires.

The evaluation of past performance information will consider past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.

2. Evaluation Procedures and Basis for Award: RFO 52.212-2 - Addenda

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered.

The following factors shall be used to evaluate offers:

(1) Price

(2) Past Performance

Price - Initially, offers will be ordered according to Total Evaluated Price (TEP), from lowest to highest. The TEP will be calculated by adding the base year price, plus all option year prices together. For price evaluation purposes, the Government will calculate an evaluated price for the RFO 52.217-8 six-month extension by pro-rating the Offeror’s proposed price for Option Year 4 to a six-month period. This amount will be included in the Total Evaluated Price. Should the Government later exercise this option, the actual price will be determined by the contract prices in effect at the time of exercise, in accordance with RFO 52.217-8. The Government may determine whether an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

Past Performance - The government will begin evaluating past performance starting with the lowest priced offeror. Evaluation of the offerors past performance is subjective and will result in a rating of Substantial, Satisfactory, Neutral, Limited, or No Confidence. Offerors who do not have recent and relevant past performance relating to this requirement will receive a rating of Neutral Confidence. Beginning with the lowest priced offer, the Government will seek recent and relevant performance information on all offers based on (1) references provided by the offeror and (2) data independently obtained from other government and commercial sources.

Recent past performance is defined as performance during the preceding three years from the date of issuance of this solicitation.

Relevant past performance includes performance of efforts providing management, tools, equipment, and labor for Crane, Hoist, and Lift maintenance and repair services that involved similar scope and magnitude of effort and complexity as this solicitation requires.

The purpose of the past performance evaluation is to allow the government to assess the offeror’s probability of meeting the solicitation requirements based on the offeror’s demonstrated past performance.

The assessment process will result in an overall performance confidence assessment of Substantial Confidence, Satisfactory Confidence, Neutral Confidence, Limited Confidence, or No Confidence as defined in the table below.

Rating Description

Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation the offeror will successfully perform the requirement.

Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation the offeror will successfully perform the requirement.

Neutral Confidence

No recent/relevant performance record is available or the offeror’s performance record is so sparse, no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation the offeror will successfully perform the requirement.

No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation the offeror will successfully perform the requirement.

Past performance regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement will not be rated as highly as past performance information for the principal offeror. Offerors with no recent/relevant performance history or if the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned shall receive the rating of “Neutral Confidence," meaning the rating is treated neither favorably nor unfavorably.

Substantial and Satisfactory confidence are considered higher performance confidence assessments than Neutral confidence.

In evaluating past performance, the government reserves the right to give greater consideration to information on those contracts deemed most relevant to the effort described in this solicitation. The following table describes past performance relevancy ratings.

Adjectival Rating Description

Very Relevant

Present/past performance involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Relevant Present/past performance involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant Present/past performance involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present/past performance involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

As described above, the Government intends to first order all offers by price.

Starting with the lowest priced offer, the Government will evaluate that offeror’s past performance. If the lowest priced offer receives a Substantial Performance Confidence Rating, that offer represents the best value for the Government and the evaluation process stops at this point; an award shall be made to that offeror without further consideration of any other offers.

In the event the lowest priced offeror does not receive a Substantial Performance Confidence Rating, the next lowest priced offeror will be evaluated, and the process will continue (in order of price lowest to highest) until an offeror is judged to have a Substantial Confidence rating or until all offerors are evaluated.

In the event an offeror other than the lowest priced offeror receives a Substantial Performance Confidence Rating, the Contracting Officer will perform an integrated best value evaluation. Based on the integrated best value determination the Government will make an award to the offer providing the best value to the Government.
