About this opportunity
The Department of the Air Force Air Education and Training Command seeks annual crane and hoist maintenance and repairs at Luke Air Force Base, Arizona, with proposals due September 14, 2026. This is a 100% small business set-aside under NAICS 811310, with a size standard of $12.5 million.
Place of performance is Luke AFB, 14185 Falcon Street, Luke AFB, Arizona 85309. The contract covers scheduled and unscheduled maintenance on 61 overhead hoists and jib cranes ranging from 50 pounds to 10 tons capacity, distributed across 61 facilities base-wide. The contractor must furnish a certified inspector to perform complete inspections annually, including weight tests, magnetic particle and dye penetrant inspections of hooks and critical components, and functional and operational testing at 100–125 percent of rated capacity, in accordance with OSHA, Air Force OSHA, ASME/ANSI, and CMAA standards. For repair calls, the contractor must maintain a point of contact with a one-hour initial callback response during normal business hours (7:00 AM–4:00 PM, Monday–Friday) and an eight-hour physical response time for routine calls. The contractor is responsible for providing all certified test weights, rigging gear, ladders, scaffolding, and man-lifts (MEWPs). All contractor personnel must complete ESOHMS environmental compliance training within 60 days of award and comply with Service Contract Labor Standards under Wage Determination WD 2015-5469 (Revision 32, effective August 27, 2026). The contract period runs from October 1, 2026, through September 30, 2027, with four one-year option periods extending through September 30, 2031. Base-year line items include 61 annual hoist safety inspections, 75 hours of intervening labor, intervening repair parts (reimbursed at market cost with no contractor markup), and 15 trip charges for repair maintenance. Pricing is firm fixed-price. Award goes to the lowest-priced technically acceptable offeror with a Green or better Supplier Performance Risk System (SPRS) rating. Amendment 0004 extended the due date from September 4 to September 14; prior amendments updated the PWS to reflect RFI responses and revised wage determinations three times (Amendments 0001–0003).
