About this file

This document is an Ombudsman provision for a federal contract acquisition. An ombudsman has been appointed to hear and facilitate resolution of concerns from offerors, potential offerors, and others involved in this acquisition, while maintaining strict confidentiality of concern sources upon request. The ombudsman does not participate in proposal evaluation, source selection, or protest adjudication, and does not have authority to render binding agency decisions.

The escalation process requires interested parties to first address concerns directly with the contracting officer for resolution. If unresolved, parties may contact the Center/MAJCOM/FLDCOM/DRU-level ombudsman, Lt. Col Barbara Divine, Director of Staff, AFICC/KT, located at 2035 First Street West, JBSA Randolph TX 78150-4304, by telephone at 210-652-7822 or email at barbara.divine@us.af.mil. Concerns unresolved at this level may be escalated to the Department of the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, at the Pentagon in Washington DC 20330-1060, by phone at (571) 256-2395 or facsimile at (571) 256-2431. Contacting the ombudsman does not alter or postpone timelines for other processes such as bid protests or debriefing requests. The ombudsman should not be contacted for solicitation copies, offer due date verification, or technical requirement clarification—such inquiries must be directed to the contracting officer.

Ombudsman

1. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern.

The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

2. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.

Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

3. If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Lt. Col Barbara Divine, Director of Staff, AFICC/KT, 2035 First Street West, JBSA Randolph TX 78150-4304, telephone 210-652-7822, barbara.divine@us.af.mil. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/FLDCOM/DRU ombudsman level, may be brought by the interested party for further consideration to the Department of the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air mailto:barbara.divine@us.af.mil
