About this file

This is a Request for Information (RFI) Log documenting contractor questions and government responses for Solicitation FA488726Q0044, a crane and hoist maintenance contract at Luke Air Force Base issued by the Department of the Air Force Air Education and Training Command. The RFI log was completed on 26 August 2026 and contains eleven substantive responses to contractor inquiries submitted by 21 August 2026.

Key clarifications from government responses address critical contractor responsibilities and operational requirements. The government confirmed that contractors are solely responsible for providing certified test weights, rigging gear, ladders, scaffolding, and man-lifts (MEWPs) for performing inspections and repairs on 61 overhead hoists with capacities up to 10 tons. For CLIN 0003 (hoist repair parts reimbursement), contractors are not required to estimate funding as this line item is designated for government funding availability during contract performance, with parts reimbursed at cost per paid invoices with no contractor markup. The government will provide short-term on-site storage for contractor-provided aerial lifts and will issue DBIDS cards to approved technician personnel for base access to support the required 8-hour response time for routine repair service calls. The applicable Wage Determination is WD 2015-5469 Revision 31 dated 21 August 2026. The estimated annual workload includes 61 hoist inspections and 75 repair hours. The contract supersedes the previous incumbency held by ORBIT Industrial Service and Maintenance LLC under contract FA488722C0005 with a total contract value of $101,092.69. Post-award submittals will be required only for HAZMAT chemicals.
