About this opportunity
The Department of the Air Force Air Combat Command seeks aerial lift maintenance, inspection, and repair services at Beale Air Force Base, California, with proposals due September 11, 2026 and questions due August 26. This is a 100% small business set-aside under NAICS 811310 and PSC J036.
Place of performance is Beale AFB, CA. The contract covers annual inspections and preventive maintenance on thirteen aerial lifts assigned to the 9th Civil Engineer Squadron (9 CES)—including JLG, Genie, SkyJack, Economy, and CROWN models—and annual ANSI inspections and certification on four aerial lifts assigned to the 940th Maintenance Squadron (940 MXS). Factory-Certified Service Technicians must perform JLG 1250 AJP annual inspections, and the contractor must carry JLG reprogramming interface software on a laptop at each visit. On-call repairs for 9 CES equipment require 24-hour response with written work summaries; replacement materials must be new unless the Contracting Officer approves substitutes, and parts exceeding $1,500 require prior CO approval. Work is performed during normal hours (7:30 a.m. to 4:30 p.m. Monday–Friday for 9 CES; 0730–1430 Pacific Time for 940 MXS). The contractor must comply with AFOSH safety standards, Service Contract Act wage determination (Sutter and Yuba Counties, California, Revision 26), federal environmental and hazardous materials regulations, and provide a contract manager with full authority. Personnel and equipment lists must be submitted five working days before contract start.
The base contract period runs October 1, 2026 through September 30, 2027, with four optional years through September 30, 2031. Award is currently contingent on receipt of funding. Pricing is firm-fixed, all-inclusive unit pricing. Award will be made on lowest price technically acceptable (LPTA) basis, evaluating technical capability (maintenance plan and personnel qualifications) and past performance. Offerors must be SAM-registered with DUNS numbers and complete FAR 52.212-3 representations and certifications. Offer validity is 60 days post-signature.
