About this file

This is a pricing and cost disclosure exhibit for a Federal Supply Schedule (FSS) multiple award indefinite delivery-indefinite quantity (IDIQ) contract for clinical laboratory analyzers offered under FSC Group 66, Part III. The solicitation (RFP-797-FSS-03-0001-R1) covers six special item numbers: Clinical Chemistry Analyzers ($56 million estimated annual requirements), Clinical Hematology Analyzers ($14.4 million), Clinical Coagulation Analyzers ($4.7 million), Clinical Urinalysis Analyzers ($1 million), Clinical Microbiology Analyzers ($4 million), and Clinical Immunochemistry Analyzers ($33 million). Each SIN includes subcategories for high and low maintenance/complexity analyzers. The contract is issued on an open and continuous basis with no closing date; performance is five years from award unless extended or terminated.

The exhibit establishes comprehensive pricing submission requirements for offerors, including cost-per-test (CPT) and cost-per-reportable-result (CPRR) pricing models with detailed disclosures of commercial sales practices, pricing components, and adjustments. Offerors must submit commercial sales practice information comparing government pricing to best commercial customer pricing, including reagent and consumable discounts, instrument pricing, service coverage costs, and training fees. Pricing matrices must accommodate volume discounts, incremental analyzers, remanufactured equipment discounts, emergency repair options, and accessories. The submission must include fair and reasonable price analysis based on commercial practices as of 14 calendar days before offer submission, with mandatory disclosure of any pricing changes occurring after submission but before negotiations close. Dealers and resellers without significant public sales must provide manufacturer pricing information and written authorization for government access to verify sales records if manufacturer sales are expected to exceed $500,000.

(5) If you are a dealer/reseller without significant sales to the general public, you should provide manufacturers’ information required by paragraphs (1) through (4) above for each item/SIN offered, if the manufacturer’s sales under any resulting contract are expected to exceed $500,000. You must also obtain written authorization from the manufacturer(s) for Government access, at any time before award or before agreeing to a modification, to the manufacturer’s sales records for the purpose of verifying the information submitted by the manufacturer.
