About this opportunity

The Defense Logistics Agency (DLA) Energy is issuing a pre-solicitation notice and conducting market research to identify sources capable of providing bulk and retail fuel services under a Contractor-Owned/Contractor-Operated and Government-Owned/Contractor-Operated (COCO/GOCO) operations model at Fort Carson, Colorado, including Pinyon Canyon and Wilderness Road locations. The procurement seeks contractors to provide operation and maintenance services encompassing receipt, storage, handling, and issuance of DLA Energy fuel products. This is an unrestricted procurement under NAICS code 493190 (Other Warehousing and Storage) with a small business size standard of $36.5 million. While specific evaluation criteria have not been detailed in this pre-solicitation notice, interested vendors should anticipate that proposals will be evaluated based on their operational experience, technical capability, past performance, and compliance with fuel handling and safety requirements. The current pre-solicitation notice was posted on March 3, 2025, with a response deadline of November 26, 2025, allowing prospective offerors approximately eight months to prepare responses to the government's market research questions prior to the formal solicitation release.

This procurement is designated as an unrestricted contract with no set-asides for small businesses or other designated groups. The contract period of performance extends from October 1, 2026, through September 30, 2030, with five additional five-year renewal options and a potential six-month extension, representing a total possible performance period of nearly 30 years through March 31, 2056. No specific contract value or budget ceiling has been disclosed in this pre-solicitation notice, though the $36.5 million size standard provides an indicative range for contract magnitude. The notice indicates that a formal Request for Proposal will be issued at a future date, at which time a mandatory pre-proposal conference with site visits will be scheduled. Interested companies must identify and formally notify the Contract Specialist of individuals planning to attend the pre-proposal conference and site visits, which will be detailed in the upcoming solicitation announcement.
