About this opportunity
The National Oceanic and Atmospheric Administration seeks construction services for Lab Row Staging Space Renovations at its Western Regional Center in Seattle, Washington, with quotations due August 5, 2026 at 12:00 PM Mountain Daylight Time. This is a Total Small Business set-aside RFQ.
Place of performance is Seattle, Washington, at 7600 Sand Point Way NE, Building 3, 1st Floor. The scope involves demolition of interior walls and removal of existing systems in rooms 1074, 1075, 1076, and 1077 to create a single 1,100 square-foot temperature-regulated staging space. New construction includes installation of laboratory casework with epoxy resin counters and sinks, open shelving and utility tables, wall and ceiling finishes, epoxy flooring (two aggregate coats, two clear coats, one seal coat) limited to the staging space floor, plumbing work with faucets, sinks, and eyewash stations, fire alarm modifications, HVAC adjustments including diffuser relocation, and electrical work including new lighting fixtures and occupancy sensors. All work must comply with the Davis-Bacon Act prevailing wage requirements for King County, Washington. Period of performance is one year from notice to proceed.
NOAA intends to award a single, firm fixed-price purchase order on an all-or-none basis with Net 30 payment terms. Evaluation prioritizes non-price factors—technical approach and capability, experience, and past performance—significantly over price. The NAICS code is 236220, Commercial and Institutional Building Construction; PSC is Z2AZ. Required certifications include asbestos-containing materials and pre-construction submittals including safety plans, quality control plans, and project schedules. A mandatory site visit occurred July 23, 2026; questions extended to July 29, 2026. Amendment 0003 (July 30) clarified that Superintendent, Safety and Site Health Officer, and Quality Control Manager roles may be performed by a single person and that epoxy flooring applies only to the staging space floor.

AMENDMENT 0003 (07/30/2026):
ADD ANSWERS TO CONTRACTOR QUESTIONS
1. Is the current electrical receptacle circuit(s) independent per current office configuration? Will the existing circuitry support future use once construction is completed? During demolition of the existing offices, circuitry in the area will be abandoned.
Answer - These abandoned circuits will be repurposed for the 6 new outlets shown on the drawings.
2. Will additional electrical circuitry be required?
Answer - No. Repurpose the abandoned circuitry from demolition.
3. What is the color choice for the final finish of epoxy resin flooring in the corridor and the staging space?
Answer - Color selection has no impact on pricing. The Contractor will submit to the Government the epoxy flooring manufacturer they intend to use. A final color selection will be made from that manufacturer's available standard colors.
4. It appears that hallway walls do not go all the way up to the pan deck. In order to achieve a 1-hour fire rating, as noted on the drawings, the walls would need to extend all the way up to the pan deck. Are we to completely enclose the lab with 1-hour fire-rated walls all the way up to the pan deck?
Answer – No
5. Are the existing double doors that are to be reused 1-hour fire-rated (in drawing 1)?
Answer – No
6. Please publish the site visit sign-in sheet.
Answer - We cannot publish the sign-in sheet.
7. Can the Superintendent, SSHO, and QCM roles dual or triple hat?
Answer – Yes
8. If dual and triple hatting is allowed, which roles can be performed by a single person?
Answer - All above - single person
9. Epoxy is limited to only the staging space floor.
