About this file
This document is a Questions and Answers record from a site visit and drawing review for federal contract solicitation 145027-26-0036, issued by NOAA for Lab Row Staging Space Renovations at the Western Regional Center, dated 16 July 2026.
The Q&A addresses 13 clarification questions from contractors regarding design drawings and project specifications. Key clarifications provided include: the main entry door should be a new double door 6 feet wide matching existing campus configurations; sink drainage will run through a crawl space to the existing sewer line; water supply routing through ceilings is acceptable as contractor means and methods; extraneous drawing references and crossed-out details have been corrected; fire alarm devices have been deleted from the project; new lighted exit signs are shown on drawing A-102; plumbing fixture details regarding handheld eyewash, laboratory sink, and safety shower have been removed from specifications; occupancy sensors for lighting have been relocated; existing electrical circuits should be reused where possible pending NOAA re-evaluation; epoxy flooring with aggregate, clear coat, and seal coat applications will be applied in Staging 1077; floor leveling may be required in areas where existing partitions are removed; one acoustic ceiling tile replacement is needed near the new scullery sink where an existing diffuser conflicts with a new partition; and contractors should provide a line item for acoustic ceiling tile replacement as stated in the Statement of Work. The document does not contain pricing information, response deadlines, or award terms.

SITE VISIT AND DRAWING QUESTIONS
Solicitation 145027-26-0036
NOAA Western Regional Center Lab Row Staging Space Renovations
16 JULY 2026
NO. QUESTIONS NOAA RESPONSE
1 Main Entry Door – Drawing AD101 indicates removal of the double door on the east wall. Drawing A101 shows the installation of a double door with no dimensions or details.
Page 5 of the RFP indicates to re-install relocated doors.
PMEL indicated the day of the site visit that they would like a new larger door (6’W same configuration and opening in) to match other such doors at their facilities around the campus to ensure sufficient space to move equipment in and out.
Are we to assume for pricing a double door 6’W of similar construction to the door removed on the east side?
2 Sink Drain - Drawing AD101 and A101 indicates the slab is on grade this is not the case. There is a crawl space where the sanitary line from the sink will be run through and along the bottom of the slab to the east/west sewer line. Can you please provide information on the sewer line (material of construction and diameter)?
Sink Water Supply - Drawing P-101 shows the routing of the HW and CW. It was indicated not to run water through the Data and Electrical. Please confirm OK to run the HW and CW from the Hot Water Tank in the Mechanical room, through the hard ceiling and acoustic ceiling to the sink?
3 Partition – Drawing A-101 - ‘Bubble Note 2’ refers to new partition. This Bubble doesn’t appear on the subject drawing. Do we ignore this note as extraneous?
Drying Rack – a drying rack is noted in casework specifications. In Drawing A-204 Elevation LAB 1034 is crossed out which shows the drying rack. Do we ignore this note as extraneous?
4 Bubble Notes on Drawing A-102 – Bubble Notes ‘1’ and ‘2’ are not shown on the drawing. There is no Drawing 402 with the referenced detail. Do we ignore this note as extraneous?
5 Fire Alarm (Page 6 from RFP and EP-101) – It was discussed during the site visit that no new horn/strobe will be installed and no fire alarm features need relocation. Can this be confirmed?
6 Emergency Lighting and Lighted Exit Signs (Drawing EP-
101) – These devices are indicated in Note 8, but the location of these is not shown on the Drawing. Nor are they shown on Drawing A-102. Are these a part of the project?
7 Plumbing Fixtures – Details on the scullery sink are specified as well as the supplier on Drawing A-401. The following is unclear.
• Handheld Eyewash and Laboratory Sink (Drawing A-401)
– is noted in multiple locations but not included in
Corrected.
Corrected.
Contractor means and methods.
Routing shown is intended to be diagrammatic.

Corrected.
Corrected. Devices have been deleted.
These are General Notes applicable to all Electrical sheets, they are not keyed noted. New lighted exit signs are shown on A-102 indicated by (N).
Corrected. These details have been "X" out.
Drawing P-101. Referring back to Drawing A-204 the crossed out casement details show these two features.
These are also not shown on P-101. Do we ignore installing these two items since it appears they should have been deleted from the Drawings?
• Safety Shower (Drawing A-401) – is noted in multiple locations but not included in Drawing P-101. Do we ignore this note as extraneous?
8 Lighting (Drawing EL-101) – is one occupancy sensor sufficient for the much larger room?
9 Duplex Receptacles (Drawing EP-101 – It was indicated the use of a single string of receptacles will be re-evaluated by NOAA and look into the circuits to see what can be reused and if more than on circuit should be utilized. Can you please provide the basis of pricing when available?
10 Epoxy Floor – The existing carpet, molding, and mastic will be removed. NOAA is recommending (Page 5 of RFP) a 2 aggregate, 2 clear cost, and 1 seal coat application per architectural drawing. There is no architectural drawing in the Drawing Package. What is to be assumed for the epoxy floor? Is there such a drawing?
11 Floor Leveling – is noted, but no locations shown. Infilling is also mentioned as well as flash patch and leveling. Floor leveling is costly. The floors are sufficient for carpeting at this point. Not sure what to assume for this potential hidden condition if it even exists, should we assume leveling is not required?
12 Acoustic Ceiling – it was mentioned to price as an option replacement of the suspended ceiling tiles. It is noted in multiple locations that acoustic tiles do not need replacing (Item f on Page 5 of RFP and Drawing A-102 Note 3). Reading the notes, new acoustic tile is supposed to be installed at one location after removal of one linear diffuser (1’x4’ ) as presented in Note 4 of Drawing A-102). Can you confirm that based on the note there is only one location for ceiling tile removal? Can NOAA provide the small amount of matching tiles from inventory for the repair so we can ensure a match?
13 Ahtna would like to request an proposal extension of two weeks to allow for pricing based on answers from NOAA
Corrected.
Corrected. Switches with occupancy sensors have been relocated.
Re-use existing circuit(s) from demolition.
Drawings have been corrected to show an epoxy floor and wall base in Staging 1077.
This is a general note. When the existing partitions are removed, there may be a need to repair/ level the slab in those areas.
The existing ACT ceiling is to remain.
There is one area by the new scullery sink where an existing diffuser will need to be removed because it conflicts with a new partition. This ceiling tile will need to be replaced.
Provide line item to replace the ACT ceiling as stated in the SOW.
