About this opportunity

The U.S. Army Corps of Engineers, Jacksonville District seeks establishment of a multiple-award, non-priced Blanket Purchase Agreement for heavy and civil construction materials, tools, and ancillary services, with proposals due September 3, 2026 and technical questions due August 18. The procurement is a Total Small Business set-aside.

Place of performance encompasses the South Atlantic Division Area of Responsibility, including Florida, Georgia, South Carolina, North Carolina, Puerto Rico, the Caribbean, and parts of Central and South America. The primary NAICS code is 327390 (Other Concrete Product Manufacturing, 500-employee threshold); secondary codes include 237310, 212321, and 327332. The PSC code is 5680, Miscellaneous Construction Materials.

The Government anticipates awarding between three and five separate agreements. The BPA has an unlimited ceiling with an estimated total volume of $45 million as a shared ceiling for planning purposes; individual call orders are limited to $9 million each. The period of performance is five years from contracting officer signature. Deliveries must occur within five business days of award notification unless otherwise specified.

Evaluation comprises three factors: Technical (two subfactors addressing demonstrated experience aligned with identified NAICS codes and technical proposal meeting specifications for a mock order), Past Performance (up to three contracts completed within the past five years), and Price. Non-price factors combined are approximately equal to price. All proposals must receive "Acceptable" ratings in both technical subfactors and past performance to be eligible for award. The Government will conduct price analysis per FAR 15.404-1 on the mock list and mock order, with evaluated price on the mock order serving as the sole basis for determining lowest price among technically acceptable proposals.

Proposals must be submitted via email in PDF format with Excel spreadsheets: maximum 40 pages for technical volume, unlimited pages for past performance, and 10 pages for price volume. Amendment 0001, issued August 21, provides questions and answers and revised Attachments 3 and 5A. Small business limitations on subcontracting apply: 50 percent for supplies and services, 85 percent for general construction, and 75 percent for construction by special trade contractors.
