About this file

This is a Questions and Answers document for Construction Materials BPA solicitation W912EP26RA019.

The document clarifies key requirements for the Construction Materials Blanket Purchase Agreement (BPA). Offerors must use 20,500 tons as the correct quantity for R-150/R-300 Stone (Item 4) for mock-order pricing evaluation, with Attachment 5A revised to correct the previous discrepancy of 22,000 tons. Unit pricing in Attachment 3 for the Mock List of Commonly Used Materials must be quoted as single units (one ton, one cubic yard, one each, etc.) and should not include delivery or freight charges. Either R-150 or R-300 material meeting stated specifications is acceptable, allowing offerors to price whichever material provides the most competitive delivered cost. For proposal evaluation purposes, no testing documentation is required during the initial submission; however, offerors must identify their proposed quarry in Volume I, with quarry approval and supporting documentation required only when an actual BPA call is awarded. The mock-order delivery dates of August 15 through November 15, 2026, were established for evaluation purposes only and do not represent actual required delivery dates. Future BPA calls may be issued throughout Florida, Georgia, South Carolina, North Carolina, Puerto Rico, and other areas within the SAD Area of Responsibility, with an approximate 90-day delivery timeframe applicable to actual orders. Revised Attachment 5A and Attachment 3 were issued with this amendment to incorporate these clarifications.
