About this file

This is a Description of Supplies document for a federal contract opportunity issued by the U.S. Army Corps of Engineers (USACE) for the Mile Point Repairs project in Jacksonville, Florida.

The procurement requires delivery of four types of aggregate materials to Buck Island DMMA (13182 Fort Caroline Road, Jacksonville, FL 32225) between August 15, 2026 and November 15, 2026. The materials needed are: 60 tons of ASTM C33 Fine Aggregate (clean sand meeting ASTM C33 gradation for concrete and fill applications), 100 tons of No. 57 Stone (crushed limestone for drainage and base material), 12,500 tons of No. 1 Stone (large crushed granite for stabilization and foundation work), and 22,000 tons of R-150 or R-300 Stone (durable granite for erosion control and shoreline stabilization). All materials must be measured and certified using calibrated weight scales with valid certifications approved by the Contracting Officer Representative (COR) prior to shipment. Material documentation and gradation testing results must be submitted before purchase and delivery. The contractor is responsible for offloading materials, with USACE crew managing stockpiles on-site during regular work hours (8:00 AM to 5:00 PM, Monday-Friday). Payment is contingent upon final inspection and acceptance by the COR at the delivery site, with no payment for excess or unsuitable materials. The document includes detailed gradation tables and material property requirements (absorption ≤5%, soundness ≤10% loss, LA abrasion ≤35% loss) and specifies that stones must be blocky with sharp angular edges, excluding boulders and stones with length-to-thickness ratios exceeding 3:1. The receiving point of contact is Félix J. Colon-Cardona at felix.j.coloncardona@usace.army.mil or (904) 252-1442.

3 No. 1 Stone TN 12,500 Large crushed coarse granite aggregate meeting No. 1 gradation requirements, typically used for stabilization, drainage, and heavy-duty foundation applications

4 R-150 Stone or R-300

TN 22,000 Durable granite quarry stone meeting ASTM D6092 R-150 gradation requirements for erosion control, slope protection, and shoreline stabilization.

d. Measurement:

The total amount of material shall be measured by the ton with certified calibrated weight scales.

e. Certified Weight Scales:

Submit certificates of calibration for any weight scale used. Certificates must be valid for duration of their use. Certifications must be approved by the Contracting Officer Representative (COR) prior to shipping any stone from any source. Maintain certified weight scale at the storage/staging to weigh armor stone at the Contracting Officer’s request.

f. Payment:

The contractor will include costs associated with or incidental to furnishing, and delivering materials to the designated shipping address. Included in the unit cost is all stone sampling and testing, stone quality control, and stone transportation/delivery. The Government will issue payment upon final inspection and acceptance by the COR at the designated shipping address to ensure stones were not damaged during delivery and meet all contract requirements. Payment will not be made for excess stone or unsuitable stone not meeting the requirements specified.

g. Acceptance:

Prior to purchase and delivery of any stone material from any quarry, obtain the Contracting Officer's final written approval of that quarry and the materials from it.

Materials delivered on-site are to be verified by the Government.

The COR reserves the right to reject materials from certain localized areas, zones, strata, or channels, when such materials do not meet specified requirements for stone as determined by the Contracting Officer. The COR also reserves the right to reject individual units of stone materials in stockpiles at the quarry, all transfer points, and at the project delivery site when such materials are determined to not meet the requirements of the project specifications or are questionable. If, during the progress of work, it is found that the stone material provided does not fully meet all the requirements of these specifications, provide other stone material that meets the requirements specified herein.

Remove stone rejected from the site of work, as not meeting the requirements of these specifications for quality, size, shape, weights, or gradation from the site at no additional cost to the Government and provide stones meeting the requirements at no additional cost to the Government.

2. DELIVERY INFORMATION:

b. Size and Shape of Stone: Provide stones blocky in shape with sharp angular edges. The term blocky means cuboidal (roughly cubical in shape). The term angular means that the blocky stone have sharp, clean, angular to sub-angular edges at the intersections of relatively flat faces. Do not use boulders and parts of boulders with a boulder being defined as any rounded stone not having sharp, clean, angular to sub-angular edges. Set aside stone deemed unacceptable and do not use in this Contract. Do not use stones having a length to thickness ratio greater than 3:1 or those that are considered flat, elongated or flat, and elongated.
