About this file

This is a Description of Supplies document for a federal procurement of construction materials for Mile Point Repairs in Jacksonville, Florida.

The procurement requires delivery of four types of aggregate and stone materials to Buck Island DMMA (13182 Fort Caroline Rd, Jacksonville, FL 32225): 60 tons of ASTM C33 Fine Aggregate for concrete, bedding, and fill applications; 100 tons of No. 57 Stone (crushed limestone) for drainage and base material; 12,500 tons of No. 1 Stone (crushed granite) for stabilization and foundation applications; and 22,000 tons of R-150 Stone or 20,500 tons of R-300 Stone (granite quarry stone) for erosion control and shoreline stabilization. All materials must meet specified gradation requirements and material property standards including absorption (≤5%), soundness (≤10% loss), LA abrasion (≤35% loss), and specific gravity minimums. Materials require USACE-validated testing laboratory evaluation with results no older than one year. Contractor must submit material documentation and gradation test results prior to purchase and delivery, obtain Contracting Officer written approval of quarry sources before delivery, and submit certificates of calibration for certified weight scales used for material measurement. Deliveries must begin August 15, 2026, and be completed by November 15, 2026, with offloading performed by the contractor during regular business hours (8:00 AM–5:00 PM, Monday–Friday). All costs including sampling, testing, quality control, and transportation are included in the unit price. The Government will issue payment upon final inspection and acceptance by the Contracting Officer Representative (Félix J. Colon-Cardona, felix.j.coloncardona@usace.army.mil, 904-252-1442) at the delivery site. No payment will be made for excess or unsuitable materials not meeting specifications.

Fine Aggregate

TN 60 Fine aggregate meeting ASTM C33 gradation requirements for use in concrete, bedding, and fill applications. Material shall be clean, durable, and free of deleterious substances.

Similar fine aggregate or sandy material may be substituted for ASTM C33 Fine Aggregate with prior approval.

Gradation and material characterization testing must be submitted with request for substitution.

2 No. 57 Stone TN 100 Crushed coarse limestone aggregate meeting No. 57 gradation requirements, commonly used for drainage, pipe bedding, concrete aggregate, and base material.

3 No. 1 Stone TN 12,500 Large crushed coarse granite aggregate meeting No. 1 gradation requirements, typically used for stabilization, drainage, and heavy-duty foundation applications

4 R-150 Stone or R-300

TN 22,000

20,500

Durable granite quarry stone meeting ASTM D6092 R-150 gradation requirements for erosion control, slope protection, and shoreline stabilization.

d. Measurement:

The total amount of material shall be measured by the ton with certified calibrated weight scales.

e. Certified Weight Scales:

Submit certificates of calibration for any weight scale used. Certificates must be valid for duration of their use. Certifications must be approved by the Contracting Officer Representative (COR) prior to shipping any stone from any source. Maintain certified weight scale at the storage/staging to weigh armor stone at the Contracting Officer’s request.

f. Payment:

The contractor will include costs associated with or incidental to furnishing, and delivering materials to the designated shipping address. Included in the unit cost is all stone sampling and testing, stone quality control, and stone transportation/delivery. The Government will issue payment upon final inspection and acceptance by the COR at the designated shipping address to ensure stones were not damaged during delivery and meet all contract requirements. Payment will not be made for excess stone or unsuitable stone not meeting the requirements specified.

g. Acceptance:

Prior to purchase and delivery of any stone material from any quarry, obtain the Contracting Officer's final written approval of that quarry and the materials from it.

Materials delivered on-site are to be verified by the Government.

The COR reserves the right to reject materials from certain localized areas, zones, strata, or channels, when such materials do not meet specified requirements for stone as determined by the Contracting Officer. The COR also reserves the right to reject individual units of stone materials in stockpiles at the quarry, all transfer points, and at the project delivery site when such materials are determined to not meet the requirements of the project specifications or are questionable. If, during the progress of work, it is found that the stone material provided does not fully meet all the requirements of these specifications, provide other stone material that meets the requirements specified herein.

Remove stone rejected from the site of work, as not meeting the requirements of these specifications for quality, size, shape, weights, or gradation from the site at no additional cost to the Government and provide stones meeting the requirements at no additional cost to the Government.

2. DELIVERY INFORMATION:

a. Delivery Date:

The contractor shall begin deliveries August 15, 2026, and complete the delivery of all items by November 15, 2026.
