About this opportunity
The Federal Highway Administration, Central Federal Lands Highway Division seeks qualifications for up to five multiple-award indefinite delivery, indefinite quantity contracts for construction inspection services across fourteen western states (Arizona, California, Colorado, Hawaii, Kansas, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming), with proposals due May 15 and questions due May 7. The acquisition is partial small business—at least one award is reserved for a qualified small business concern; the remaining awards are unrestricted and full and open to competition.
Place of performance encompasses the fourteen-state CFLHD geographic region. Responding firms must hold a state-level Engineering Firm License or Certificate of Authorization to practice architect-engineer services in at least one served state and demonstrate capacity to perform construction inspection across all fourteen states. The contract period runs five years with an optional six-month extension. The shared maximum contract value does not exceed $100 million across all awarded contracts, with a minimum order guarantee of $10,000 per individual IDIQ. NAICS code is 541330, Engineering Services.
Responses must submit a Standard Form 330 (Parts I and II) and written responses to five evaluation factors addressing operational capacity and personnel deployment, professional qualifications of Contracting Officer's Technical Advisors (COTA), Construction Inspectors Level II (CI-II), and Construction Inspectors Level I (CI-I), and past performance on construction inspection contracts completed within the past six years. Individual task orders under IDIQ agreements qualify as separate contracts for past performance documentation. Submissions are limited to 50 pages (excluding cover letters, tab dividers, amendments, and appendices) and must use 8.5 by 11 inch format with minimum 10-point Times New Roman font. Submissions are due by 2:00 PM MST to CFLContracts@dot.gov.
Evaluation follows a two-phase process: Phase I reviews qualifications with shortlisted firms presenting in-person at CFLHD's Lakewood, Colorado office; Phase II requires the top five ranked firms to submit cost proposals. Award will be made on qualifications-based selection following the Brooks Act, with price negotiated individually after qualification determination.
