About this opportunity
The Federal Highway Administration's Central Federal Lands Highway Division (CFLHD) is soliciting multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for construction project management, inspection, and administrative support services across all phases of construction projects. The procurement will be executed under NAICS code 541330 (Engineering Services) and is open to all qualified business concerns on a competitive basis. Primary services will include onsite consultant personnel such as Contracting Officer's Technical Advisers, Construction Inspectors, and related engineering and professional services for projects involving roadways, bridges, trails, and rehabilitation work in remote environments. CFLHD operates across thirteen western and central states (Arizona, California, Colorado, Hawaii, Kansas, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming) on behalf of multiple federal agencies including the National Park Service, USDA Forest Service, Bureau of Land Management, and others. The pre-solicitation notice was posted on March 11, 2026, with a deadline for submission of March 25, 2026, providing fourteen days for potential offerors to prepare their responses.
This acquisition includes a partial small business set-aside with CFLHD intending to award approximately five IDIQ contracts, with one award specifically reserved for a qualified small business concern. The combined capacity across all IDIQ contracts totals $100 million, with an estimated five-year contract duration. The pre-solicitation notice does not identify specific incumbent contractors or evaluation criteria beyond the competitive selection process. Interested offerors are responsible for monitoring SAM.gov for any posted amendments, changes to this notice, and future solicitation documents. This procurement represents a significant opportunity for engineering and construction inspection firms with capacity to support federal land management projects across a broad geographic and operational scope.
