About this opportunity
The USDA Animal and Plant Health Inspection Service (APHIS) is soliciting construction services for a 1,600-square-foot warehouse addition to an existing 3,200-square-foot facility at the Forest Pest Management Laboratory on Joint Base Cape Cod in Buzzards Bay, Massachusetts. The addition will serve as storage space for hazardous materials including oils, gasoline, antifreeze, and other supplies used for equipment and vehicle maintenance, featuring a pre-engineered metal building structure with slab-on-grade foundation. Design services have been completed by Johnson-McAdams Firm, and the project requires specialized foundation work including helical pile foundations and removal of unstable decomposing materials as outlined in the geotechnical reports. Evaluation factors include technical capability, price reasonableness, price realism, and past performance, with the government reserving the right to award to the most advantageous offer rather than necessarily the lowest price. A mandatory site visit was conducted on August 13, 2025, with proposal submissions due by August 27, 2025, and the performance period extending 240 calendar days after notice to proceed.
This opportunity is designated as a total small business set-aside under NAICS code 236220 (Commercial and Institutional Building Construction) with a small business size standard of $45 million. No current incumbents are identified in the solicitation documents, and the estimated project value ranges between $500,000 and $1,000,000 on a firm-fixed-price basis. The construction timeline includes approximately 120 consecutive calendar days for completion after notice to proceed, with the project requiring compliance with Davis-Bacon Act prevailing wage requirements for Barnstable County, Massachusetts. Performance will take place at the Forest Pest Management Laboratory facility located at Joint Base Cape Cod, with the contractor responsible for all phases including site preparation, foundation work, structural construction, and electrical systems installation. The project involves complex technical requirements including specialized geotechnical considerations due to unstable soil conditions requiring structural fill and foundation modifications.

RFI: In reviewing the 12/10/24 GEO TECH report, please confirm that the recommendations to export offsite all excavated material for new foundations and to provide imported structural fill at the new foundations is required. Response: Yes, confirmed. Most of the material buried in the ground where the bore holes were drilled is extremely unstable due to on going decomposition. Removal of the excavated compostable material is required due to its instability and its ongoing break down. When Geo Tech filled in the bore holes, the holes they sampled, they sunk within a day or two, almost a foot on each hole. Structural fill will resolve the decomposition issues and make the new foundation stable. Without this we will certainly see sink holes at the site.
