About this opportunity
The Department of Agriculture's Animal and Plant Health Inspection Service requires construction of a 1,600-square-foot addition to an existing 3,200-square-foot warehouse at the Forest Pest Management Lab located on Joint Base Cape Cod in Buzzard's Bay, Massachusetts. The addition will be used to store hazardous materials including oils, gasoline, antifreeze, and other supplies related to light maintenance of equipment and vehicles. Design services for the project have already been completed by Johnson-McAdams Firm, with the construction work classified under NAICS code 236220 for Commercial and Institutional Building Construction. The solicitation is expected to be posted on or about August 1, 2025, and interested parties must monitor the federal contracting site for the formal solicitation and any amendments. Questions regarding this pre-solicitation should be directed to Jim Roloff, the contracting officer, at james.g.roloff@usda.gov.
This opportunity is designated as a total small business set-aside, limiting participation to small business concerns only under the applicable size standard of $45 million for the NAICS code. The estimated project value ranges between $500,000 and $1,000,000, representing a significant construction undertaking for the specialized warehouse facility. The project involves expanding an existing pre-manufactured metal building that currently serves as a maintenance building for storing equipment and supplies. No incumbent contractor is identified in the pre-solicitation notice, as this appears to be a new construction requirement. The addition will effectively increase the total warehouse space by 50 percent, from 3,200 to 4,800 square feet upon completion.
