Munitions Door / Emergency Fuel Shut-off / Base Pavements

The USPFO for Vermont intends to issue an Invitation for Bid (IFB) to award a single firm fixed price contract for services, non-personal, to provide all labor, materials, tools, equipment, appliances, and supervision necessary for 3 minor constructions projects. 1. Repainting of munition bunker loading doors, frames and door related hardware located in B325. 2. Provide a complete functioning "turn-key" Emergency Fuel Shutoff System in the fuels facility 3. Base Pavements repairs to include Bituminous pavement crack sealing, Asphalt repairs and repainting of identified existing base road and parking lot markings. Work will be performed at the 158th Fighter Wing, South Burlington, Vermont (Chittenden County) under the project numbers and titles CURZ182301 Repaint MUNS Bunker Doors / CURZ172301 POL Alarm and Pump Upgrades / CURZ 182311 Base Pavements Painting and Repairs. Below is a brief description of the 3 projects listed above:


Repainting Bunker Doors: The repainting of munition bunker loading doors, frames and door related hardware located in B325. The existing paint has deteriorated, exposing underlying metal which has begun to rust. The existing paint contains toxic metals to include Lead, Barium, and Chromium (see attached test results entitled "Munition Doors HW Results 121616"). The repainting of doors shall be of sufficient nature to preserve existing metal and halt the continuation of rust on doors, frames, and related hardware.


Emergency Fuel Shutoff System: Submit proposed conduit runs/trench locations that may differ from provided design plan. Furnish and install seven new EFSO stations, supporting structures, conduit/conductors, and signage as indicated on plans. Replace existing EFSO signage as indicated on plans. Pull southern EFSO wiring to determine wiring path as noted on plans. Cut and cap two (2) existing EFSO stations below ground, as indicated on plans. Program existing master alarm panel in B215. Alarm panel shall contain labeled visual lights for two zones. Zone 1 shall be for all upper POL EFSO's Zone 2 shall be for all lower POL EFSO's Alarm panel shall activate existing audio and visual alarm(s) and shut down all pumps within the POL area when any EFSO is activated. Panel shall prohibit operation of all pumps until all EFSO pushbuttons are cleared and alarms acknowledged. Existing, functioning EFSOs already perform this function. Connect existing master alarm panel to B215 existing fire alarm panel. Connections to fire alarm panel shall be installed and programmed to communicate activated EFSO(s) locations (upper or lower POL) to 158th Fighter Wing Fire Department.
Base pavements repairs: Bituminous pavement crack sealing. Asphalt repairs for (1) +/- 2 SF pothole repair as shown solicitation drawings. Repainting of identified existing base road and parking lot markings, to include approximately 19,680 LF of various width line striping, and 42 handicap signs/letters/arrows.


This project is being procured as Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this work is 238220, with a size standard of $36,500,000.00. The magnitude of this project is between $250,000.00 and $500,000.00.
The tentative date for issuing the solicitation is on-or about 18 July 2018. The tentative date for the pre-bid is scheduled on-or about 2 Aug 18 at 10:00 AM (Eastern). Actual dates, times, and location will be in the solicitation. Interested contractors are encourage to attend and shall follow conference registrations and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by NLT 48 hours prior to the pre-bid via email to brian.j.dusablon.mil@mail.mil and andrew.d.anderson22.mil@mail.mil.
The bid opening date is scheduled for on-or about 14 Aug 18 at 1:00 PM (Eastern). Actual dates and times will be identified in the solicitation. Interested offerors must be registered in SAM. To register go to: https://www.sam.gov/portal/public/SAM. You will need your DUNS number in order to register. Instructions for registering are on the web page. The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. Bidders/Offerors cannot log into the FedBizOpps home page and search for data. This solicitation is not a competitive invitation for bid and there will not be a formal public bid opening.
