STATEMENT OF WORK

FOR

Repaint Munitions (MUNS) Doors

May 2018

Part 1 GENERAL REQUIREMENTS

1.1. SCOPE OF WORK

A Briefly and without force and effect on the requirements of the Contract Documents, the project and the work of the Contract is described in summary, in “Part 2, Job Description.”

1.2. OBLIGATION OF CONTRACTOR

A The Contractor shall furnish, under this contract, all materials, labor, tools and equipment necessary to complete all work specified herein. The Contractor shall so arrange and supervise his work force as to perform all work in accordance with all applicable codes and regulations and in a manner satisfactory to the Contracting Officer. The Contractor shall remove all surplus material, debris and construction equipment from around all construction areas and shall leave his work, at the end of working periods, in a condition satisfactory to the Contracting Officer. The Contractor shall provide his own telephone if required.

B Access and General Protection/Security Policy and Procedures. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR).

The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

C For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

D AT Level I Training. All contractor employees, to include subcontractor employees, requiring access Government Installations, Facilities and Controlled Access areas shall complete AT Level I awareness training within 31 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable.

Certificates of completion for each affected contractor employee and subcontractor employee will be maintained by the COR or Antiterrorism Representative. AT level I Awareness Training is available at the following website: http://jko.jten.mil

E Project Management Software. The Contractor shall use project management software ‘Gate Three’ for all submittal documents. The government shall provide login credentials and instructions for submittals.

1.3. MAINTENANCE OF ADJACENT USE

A The contractor shall conduct his work in such a manner as to not interfere with or endanger work or traffic in areas adjacent to the construction areas, except as permitted by the Contracting Officer. The Contractor shall so arrange his construction operations as to provide access for emergency vehicles and equipment to the work site at all times.

1.4. WORK SCHEDULE

A The Contractor shall notify the Contracting Officer’s Representative at least one day prior to the commencement of work.

B If any contractor personnel or sub-contractors are not badged, it is the responsibility of the badged contractor to escort any un-badged personnel working on the base.

C Work to be done inside specialized security areas such as MUNS or on the flight line will require a Government escort and shall be coordinated the project C.O.R at least 24 hours in advance of the access requirement.

D Work is permitted on the base Monday through Friday, 7:00 a.m. to 4:30 p.m. Waivers of this requirement may be considered on a case-by-case basis, solely at the option and convenience of the Government. No waiver of the requirement shall in any way limit the Government’s right to require future performance between the hours of 7:00 a.m. and 4:30 p.m., Monday through Friday. No work is permitted on the Base on the following holidays without prior coordination:

New Year’s Day Christmas Day Columbus Day Memorial Day President’s Day Veteran’s Day Thanksgiving Day Independence Day

1.5. SAFETY PRECAUTIONS

A Prior to commencement of work, the Contractor shall familiarize himself with all safety regulations and practices applicable with construction operations on military property. No additional payments will be made for equipment and procedures necessitated by these safety precautions. All OSHA and VOSHA regulations apply to all contractor work performed on the base.

1.6. DISPOSAL OF DEBRIS

A All debris and excess materials that has not come into contact with hazardous materials, not designated as salvage by the Contracting Officer, shall be promptly removed from Government property. The Contractor shall receive title to all debris and/or excess material not designated for salvage by the Contracting Officer. The government will not be responsible for any loss or damage to debris or excess material owned by the Contractor.

B A sample of the accumulated waste shall be analyzed for TCLP Metals. Waste shall remain on the base as directed by the COR until the lab results are obtained and then the waste can be shipped off the base on a Hazardous Waste Manifest. The VTANG EPA ID number shall be provided and must be used for shipment of hazardous waste. Disposal and transportation costs of wastes shall be included in the project cost.

1.7. FIRE PROTECTION

A The Contractor shall take all necessary precautions to prevent fires adjacent to the work and to his buildings, and he shall prevent the spread of fires to areas outside the limits of the work. He shall provide adequate facilities for extinguishing fires and shall maintain a proper patrol during the burning of any materials under this contract to prevent the spread of fires beyond their proper limit. Compliance with the 158 Fighter Wing Reg. 92-1, Contractor's Guide and Air National Guard Regulation 92-1 is mandatory. Disposal of debris by burning will not be allowed.

1.8. ENVIRONMENTAL CONDITIONS

A Contractor will be in compliance with all applicable State and Federal environmental Regulations. Contractor shall provide all Safety Data Sheets (SDSs) on all hazardous materials being used in this project. Contractor will take all precautions to prevent any spills of oils and/or hazardous substances. The base Fire Department shall be contacted in case of a spill.

B All paint chips, debris and material must be cleaned up and containerized at the end of each work day. 'Good housekeeping' policies must be adhered to as specified in section 3.2 of the Installation Stormwater Pollution Prevention Plan. Work shall not take place during inclement weather that could increase the likelihood of pollutant discharge to stormwater."

C Information shall be provided by the Contractor for hazardous materials being delivered onto the Vermont Air National Guard Base, including, but not limited to paints, solvents and glues to the HAZMART Pharmacy Manager located in Building 75. The POC for this information is MSgt Ian Fortier who may be reached at 802-660-5945 or via email at ian.m.fortier.mil@mail.mil. In addition to the types and quantities of chemicals, the time period chemicals are on base must be specified.

1.9. SECURITY REQUIREMENTS

A The Contractor, contractor’s employees and sub-contractors shall all complete the BASE ACCESS BACKGROUND CHECK REQUEST form provided by contracting. An electronic or paper template will be made available to assist in fulfilling this requirement. All personnel have a valid driver’s license and vehicle registration to drive on the base. Contractor shall obey all speed limits. No weapons are permitted on this installation. Vehicle safety restraint belts are required while operating a vehicle on this installation.

B Government requires a project roster before commencement of any work on base. Roster shall list all the prime contractor and subcontractor employees’ complete names.

C At times of heightened security, the contractor may be asked to leave the government property/work site on short notice. Depending on the situation this direction could come from any of the following; the Contracting Officer, the Contracting Officer’s Representative, the Base Civil Engineer, or the Security Forces Commander. The contractor shall do so in a timely manner and notify the Contracting Officer as soon as possible.

D The work site is located in a high security area within VTANG. Contractors must be escorted all times by VTANG personnel within this area.

1.10. PRE-BID SITE INSPECTION

A It is not required that prospective bidders visit the site and examine existing conditions prior to submitting a bid. Submission of a bid shall be recognition by all parties that the bidder fully understands the nature and scope of work.

1.11. QUALITY ASSURANCE

A Provide at least one person who shall be present at all times during the execution of the Work and who shall be thoroughly trained and experienced in removal work, and who shall direct all work performed under this Section.

B Use only personnel thoroughly trained and experienced in the skills required for executing the required work and in operating the required equipment.

1.12. SCHEDULING

A Coordinate with the Contracting Officer’s Representative (660-5455) and/or Civil Engineering Work control (660-5327).

B Notify Engineer at least 24 hours in advance of the beginning of any removal activity.

C Schedule work and operations to allow ample time for inspection.

Part 2 JOB DESCRIPTION

2.1. INTENT OF SPECIFICATION

A The Base Bid shall include the repainting of munition bunker loading doors, frames and door related hardware located in B325. Bid Options are as follows:

Bid Option #1: Replace Latches for B321, B322, and B323 Munition Doors

1. Current latches are older style Adhaco two point vertical slam type latches, model

110. Replace with current styles or equivalent. See attached photos for as-builts and current conditions.

Bid Option #2: Repaint B321, B322, and B323 Munition doors Bid Option #3: Repaint B326 Munition doors

B IMPORTANT: Due to limited storage area within MUNS bunkers, VTANG requests that contractor work schedule be limited to no more than five (5) bunker doors at any time for B325.

C The existing paint has deteriorated, exposing underlying metal which has begun to rust. The existing paint contains toxic metals to include Lead, Barium, and Chromium (see attached test results entitled “Munition Doors HW Results 121616”). The repainting of doors shall be of sufficient nature to preserve existing metal and halt the continuation of rust on doors, frames, and related hardware.

1 Included within this project is the proper removal and disposition of existing loose paint, related hazardous waste produced, and rust on doors. The contractor is responsible for all preparation of surfaces for new paint and primer to properly adhere.

2 A sample of the accumulated waste shall be analyzed for TCLP Metals. Waste shall remain on the base as directed by the COR until the lab results are obtained and then the waste can be shipped off the base on a Hazardous Waste Manifest. The VTANG EPA ID number shall be provided and must be used for shipment of hazardous waste.

3 Hazardous waste generated by contractor shall be stored in an area within MUNS, designated by the COR. Hazardous waste must be stored off the ground, in weatherproof, sealable containment that is appropriate for the type of waste being contained.

D All work shall be completed in accordance to all applicable State and Federal codes including but not limited to the following:

E The work site is located in a mission critical area within VTANG. VTANG retains the rights to use munitions area at its own discretion.

F See attached photos for exterior condition of doors. Breakdown of the approximate square footages for doors is as follows (1 side of doors):

Part 2 EXECUTION

2.1. CONTRACTOR FURNISHED SERVICES

A The Contractor is responsible for all work, labor, tools, equipment, materials, scheduling, Hazardous materials permits and coordination, other permits associated with performing the work either solely or filed jointly with VTANG, for the complete removal of all items described in Part 2.

2.2. SUBMITTAL LIST
