About this opportunity

The Department of the Army Materiel Command Army Contracting Command seeks consolidated Army Community Service (ACS) support at U.S. Army Garrison (USAG) Italy in Vicenza, with proposals due May 20, 2026, at 12:00 PM Central European Summer Time. The procurement is a full and open competition for a single-award, Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year ordering period and potential six-month extension, evaluated under Highest Technically Rated with Fair and Reasonable Price (HTR-FRP) methodology.

Place of performance is Vicenza, Italy (Veneto region) at Caserma Ederle. The contract consolidates six functional service areas: Front Desk Customer Service (35 hours/week), ACS Lending Closet Support (20–25 hours/week), Bilingual English/Italian Support Services (no more than 30 hours/week), Host Nation and Benvenuti Orientation Tours (0830–1530 Monday–Friday), Italian as a Second Language Instruction (8 hours/week, 12 sessions annually: 8 beginner, 4 intermediate), and English as a Second Language Instruction (5 hours/week). Each position must be filled by a unique individual; temporary cross-coverage during absences or workload surges is permitted if personnel meet all position qualifications. Italian language fluency at Level 4 is required for Tour Operator, Bilingual Support Assistant, and Italian Language Instructor positions; Contract Manager and Alternate need not be on-site or Italian-fluent provided communication and response-time requirements are met.

Maximum contract value is EUR 800,000.00 with a minimum guaranteed value of EUR 10,000.00; all pricing must be submitted in Euros. Performance standards include 100% acceptable quality for critical deliverables, monthly reporting via DA Form 5900, and submission of a Quality Control Plan within 10 days of award. Personnel must obtain favorable background checks, installation passes, and complete mandatory security training (Anti-Terrorism Level I, OPSEC, iWATCH, Cyber Awareness, PII, TARP) within 30 days. Italian-registered companies must provide current Chamber of Commerce certification, DURC documentation, Anti-Mafia Self-Certification, and Suitability of Contractor forms. Contractor is responsible for ensuring all personnel possess appropriate Italian visas, work permits, and legal authorization per Italian labor law; compensation is determined by applicable Italian Collective Bargaining Agreements (CCNL) selected by offeror, not U.S. wage standards.

The NAICS code is 541611, Administrative Management and General Management Consulting Services; PSC is R612, Support-Administrative: Information Retrieval. Evaluation comprises three equally weighted technical subfactors: Relevant Experience (demonstrating at least one relevant contract reference as prime contractor within the last three years, preferably in Italy), Staffing and Personnel Management (addressing recruitment, retention, vacancy procedures, and quality control in the Vicenza labor market), and Host Nation Compliance Approach (evaluating legal infrastructure for employing workers in Italy and compliance with Italian labor and tax law). Only the highest-rated proposal on technical merit is evaluated for price.

Proposals are submitted via email in three volumes: Program Management (maximum 12 pages, read-only PDF), Price (Microsoft Excel), and Mandatory Documentation (no page limit, read-only PDF). Offerors must demonstrate active SAM.gov registration with valid UEI and acknowledge all amendments. Amendment 0002 (May 18) requires vendors to provide an AI Use disclosure as a separate document and acknowledges Government use of AI tools in evaluation, with all final determinations made by authorized human personnel. Amendment 0003 (May 19) updated the evaluation rating scale in FAR 52.212-2. Contractor furnishes all personnel, equipment, supplies, supervision, and materials; Government provides office facilities, workstations, computers, telephones, orientation materials, and bus transportation for tours. Italian language class field trip transportation is contractor responsibility.
